1 <br />• <br />• <br />• <br />PLANNING & ZONING BOARD <br />July 8, 1987 <br />Chairman Cody called to order the regular meeting of the Lino Lakes <br />Planning and Zoning Board at 7:03 P.M., Wednesday, July 8, 1987. <br />Boardmembers present: Prokop, Nelson, McLean, Joyer, Irwin, Averbeck. <br />Boardmembers absent: None. Also present were: Building Official, <br />Mr. Kluegel and Secretary, Mrs. Foster. Interim City Planner, Mr. <br />Miller joined the meeting later. <br />CONSIDERATION OF MINUTES - June 10, 1987 <br />Mr. McLean moved to accept the minutes of the 6/10/87 P & Z meeting <br />as presented. Mrs. Averbeck seconded the motion which carried with <br />Mr. Prokop abstaining. <br />OPEN MIKE <br />No one was schedule or appeared before the Board. <br />BUILDING OFFICIAL'S REPORT <br />Mr. Kluegel reported the following action taken at recent City <br />Council meetings relative to P & Z issues: <br />House move -in permit for Kevin Kroells was approved per P & Z <br />recommendations. <br />Public Hearing for Hanson Block application was set. <br />The amendment to include County and State facilities in the <br />PSP district was approved. <br />City Planner was directed to write a letter relative to the <br />situation explained by Judy Domning at the 4/87 P & Z meeting <br />regarding her non - conforming use home on Birch Street, detail- <br />ing to her mortgage company what has transpired with this <br />property. <br />Mr. Kluegel also reported that the Council will further consider a <br />joint Lino Lakes /White Bear Township position of Planner /Economic <br />Development Specialist at their next meeting. Mr. McLean stated <br />that he felt that most planners have additional training in land- <br />scaping, etc. rather than economic development and that the Council <br />may be limiting applicants by requiring economic development back- <br />ground. <br />ROBERT RUD - VARIANCE <br />Mr. Rud and Mr. Kluegel explained that due to the Main Street Im- <br />provement Project, Mr. Rud will be giving up a portion of his front <br />yard to the County as street easement. The present septic system <br />on the Rud property is located in the front yard: with the new <br />street easement, the drainfield will no longer meet the required <br />setbacks. The last pipe of the drainfield will be right on the <br />line rather than 10 feet from the line as required by ordinance. <br />
