McLean and Prokop joined meeting. Irwin <br />questioned ordinance recommendation to City Council regarding hard surfaces of <br />storage yards. Asked if Planning and Zoning hadn't deleted "engineer's approval" <br />statement. After further discussion, minutes approved as submitted. <br />Joyer joined meeting. <br />Open Mike <br />Gary Shipman, Lois Lane address. Asked to construct 26 x 30 accessory building. <br />Pete explained that lot size limits building to 10 x 12. Cody: Planning and <br />Zoning Board must stick with ordinance. Regulations were adopted after great <br />consideration. Shipman asked can an ordinance be changed? Cody said yes <br />and he explained the process to Shipman. Shipman asked that a copy of the <br />variance requirements be sent to him. <br />Tom Donlin asked to be placed on the agenda for a minor subdivision. He stated <br />he had been before the Planning and Zoning Board in June. He had all the material <br />needed and the planner had reviewed the proposed subdivision. Cody polled the <br />Planning and Zoning members and it was agreed to place the item on the agenda. <br />Randy Schumacher explained the status of Hanson Block. He reviewed the efforts <br />to get them to the Moline site. He asked if a special meeting could be held to <br />consider the plans. Planning and Zoning Board agreed. McLean and Prokop warned <br />of precedent and -v that others could expect the same treatment. <br />ro c. <br />Building Official Report <br />Pete explained the City Council's actions on Tuma, Rud, Dennis Erickson and or- <br />dinance amendments on outside storage, storage yards and storage in the General <br />Industrial District. <br />Outlot J <br />Joyer announced he would not participate in consideration of this item. Pete <br />reviewed the request and indicated that it had been brought to the City staff's <br />attention that Outlot "J" had been incorrectly included in a zoning change that <br />should have only affected the adjacent "Quadrennium property ". Outlot "J" had <br />always been zoned Limited Commercial. No discussion of this rezone could be <br />found during the public hearings or quadrant meetings which justified other <br />zoning map changes during 1983. <br />Howard Rezone <br />• Paul Howard explained this request. He showed photos of the property. He has <br />removed the existing home, purchased land contingent on rezoning. McLean moved <br />recommendation to City Council to approve request #87 -21, rezoning of approximately <br />oyr� _- -lone -half of the land from E -R to R -6 District for reasons found in Mr. Miller's <br />`�°,Vt professional opinion.
