• <br />MOTION: Ms. Nelson moved to approve the application #87 -28 <br />Ed Vaughn to operate a wild game farm shooting preserve <br />subject to the recommendations listed on the City Planners <br />report #1 -12. <br />Mr. McLean wants to add #13 to the recommendations that <br />reads: termination of the conditional use permit to operate <br />a wild game farm upon receipt of noise nuisance complaints. <br />RECOMMENDED ACTION: Motion to recommend approval to the <br />City Council of Application 87 -28 to permit Ed Vaughan to <br />operate a "Wild Game Farm" at 1403 Birch Street with the <br />following conditions: <br />1. Hunting be permitted only from September 15 through <br />March 31, and <br />2. Hunting be limited to Pheasants, Quail, and Chukar <br />Partridge only, and <br />3. One hour of daylight be required in the morning before <br />release of any birds or hunting activity, and <br />4. There be no hunting after sunset, and <br />5. The property be posted, and <br />6. The number of groups hunting at any one time be limited <br />to not more than four each with a maximum of four <br />numbers, and <br />7. All game laws listed in Minnesota Small Game <br />Regulations apply with the exceptions listed for <br />operating a game farm, and <br />8. The applicant obtain a Minnesota Department of <br />Natural Resources Private Shooting Preserve <br />License for each year of operation, and <br />9. The applicant follow Department of Natural Resources <br />Commissioner's Orders No. 1880 and 2042 as amended <br />in operation of the wild game farm, and <br />10. The applicant be responsible for internal monitoring <br />and policing of the activities of the wild game farm <br />and its guests, and <br />11. The conditional use permit be subject to annual <br />review by the City of Lino Lakes, and <br />12. Termination of the conditional use permit to operate <br />a wild game farm upon a ban on hunting for all adjacent <br />and contiguous properties. <br />
