• <br />PLANNING & ZONING BOARD <br />January 8, 1986 <br />Page Two <br />JACK CANFIELD - METES & BOUNDS SUBDIVISION - VARIANCE TO LOT SIZE AND WIDTH <br />Mr. Canfield represented his request for a metes and bounds subdivision for <br />his property on Birch and 12th Streets. Mr. Kluegel explained that Mr. Canfield <br />has been made aware of the requirements for frontage and lot sizes, but that <br />he wished to pursue the variances. Mr. Johnson reviewed the request and recom- <br />mended denial. Mr. Canfield said that he could planfor a three lot subdivision <br />rather than a four lot subdivision and meet the ordinance requirements, however, <br />financially he would prefer four lots. He also mentioned that he felt that he <br />would have had adequate 10+ acre lots had Anoka County not taken a portion of <br />his and for a road easement. Mr. Canfield was told that the financial position <br />of the appl icant isnot the concern of the P & Z Board, but rather the situations <br />which may be created for the City. Whether or not the Board can consider the <br />County easement with regard to the lot sizes is a question which would need to <br />be researched by the City Planner. <br />Mr. McLean told Mr. Canfield that the P & Z Board will be beginning the task <br />on 1/15/86 of reviewing the comprehensive plan for the City and that Mr. Canfield <br />or any Lino Lakes citizen is welcome to attend these meetings and that there is <br />a possibility that the area which Mr. Canfield owns may be subject to a rezone <br />which would allow for smaller lots, in which case Mr. Canfield may want to pursue <br />an entirely different subdivision. <br />• Mr. Canfield appeared to be interested in this possibility and stated that he <br />would like to attend the 1/15/86 comprehensive plan review meeting. <br />MOTION:, Mr. Prokop moved that the request for a metes and bounds subdivision <br />and variance to lot size and width for Mr. Jack Canfield be tabled until such <br />time that the petitioner has had an opportunity to pursue future possibilities. <br />There is no time limit in tabling this item. Mr. Doocy seconded the motion <br />which carried unanimously. <br />• <br />NEW BUSINESS <br />Mr. Johnson brought to the attention of the P & Z Board the proposed plat which <br />has just been submitted to the City by D. Erickson Home Builders for a extension <br />of sewer into the property across Birch Street from Lakes Addition for approxi- <br />mately 100 homes (mostly 75' X 150' lots). This request is going through the <br />initial necessary reviews by City Planner and Engineer. <br />OLD BUSINESS <br />The Board discussed some of the items for consideration during the upcoming <br />comprehensive plan review and some of their thoughts regarding possible <br />changes such as the possibility of smaller lots on the southern 1/3 of the <br />City (south of Birch St.). There was also a concern voiced for the continuing <br />problem of lack of park property on the east side of the City. <br />Board members were reminded of the 1/15/86 meeting at 7:00 P.M. Mr. Kluegel <br />was asked to send the comprehensive plan review priority list and comprehensive <br />plan booklets to the task force members. Mr. Johnson suggested dotting a map <br />of recent requests for variances, lot splits, etc. for use at the meeting. <br />
