• PLANNING 8 ZONING BOARD August 13, 1986 Chairman Doocy called to order the regular meeting of the Lino Lakes Planning and Zoning Board at 7:00 P.M., Wednesday, August 13, 1986. Boardmembers present: Cody, Klaus, McLean, Nelson, Averbeck, Prokop. Also present were Building Official, Pete Kluegel; City Planner, Zack Johnson; Councilmen Bill Bohjanen and Harol Bisel; and Secretary, Shar Foster. City Administrator, Randy Schumacher joined the meeting later. CONSIDERATION OF MINUTES - July 9, 1986 8 June 11, 1986 Mr. Prokop stated that he had requested an addition be made to the June 11, 1986 minutes stating that Custom Contractors did not have their paperwork completed in time for the June 18 comp plan meeting and therefore the P 8 Z Board did not deal with the issue at that meeting as they had arranged to do. Mrs. Klaus stated that she felt that there was an incomplete sentence which causes confusion within page three, first paragraph, of the July 9, 1986 minutes. The sentence in the minutes reads "(3) That the hard- ship is not due to economic considerations alone and when a reasonable use for the property exists under the terms of the Ordinance; ". The secretary noted that this particular portion of the minutes is a direct quote from the City Ordinance. Mrs. Klaus felt that the omission of the word "when" within that sentence would help clarify the sentence. Mr. Prokop moved to approve the minutes of the June 11, 1986 and July 40 9, 1986 as amended above. Mr. Cody seconded the motion which carried unanimously. OPEN MIKE No one was scheduled or appeared before the Board. BUILDING OFFICIAL'S REPORT Mr. Kluegel reported the following actions at recent Council meetings: July 28 - Council approved the conditional use permit and site and building plan for Wayne Scanlon's veterinary clinic per the P 8 Z recommendations. - Council approved the variance to setback for John Guse to build an airplane hangar. Aug. 11 - Council approved the conditional use permit for Lance Olson/ Muffler Doctor for an advertising sign per P 8 Z recommenda- tions. - On the first reading for the moratorium on pole buildings as requested by P 8 Z, the motion to approve died for lack of a second. - The issue of building standards was tabled by Council. Fur- ther discussion took place later during this meeting.
