g6 <br />DOG KENNEL LICENSE - John Udstuen <br />Planing and Zoning Pcird <br />December 12, 1984 <br />Page Two <br />Mr. Kluegel said that since the Council had passed the 120 -day mora- <br />torium on August 13, 1984, said moratorium period was over on Decembe <br />11, and therefore the P & Z Board would have to consider requests for <br />dog kennel licenses under the old Ordinance. Mr. McLean made mention <br />that the Council was given the proposed revision to the dog kennel <br />Ordinance some time ago, and that should have been sufficient time <br />to act on the proposal. <br />Mr. Udstuen, 64th St. Lino Lakes presented his request for a dog <br />kennel license, explaining his plans for location of the kennel. He <br />also presented a letter of recommendation from Vadnais Heights where <br />he had been involved in the operation of a dog kennel, and explained <br />that all the dogs he keeps are 'debarked', and that this venture is <br />strictly done as a hobby. Some questions and discussion followed. <br />Mr. Prokop moved to recommend to Council approval of a request by <br />Mr. Udstuen, 64th St., Lino Lakes for the operation of a dog kennel <br />as proposed on his application of November 19, 1984. The request <br />meets the conditions of the .old Ordinance. P & Z would recommend <br />a limit of four dogs at any time. Motion seconded by Mrs. Klaus. <br />Mr. Goldade requested an editorial change to require that the appli- <br />cant submit evidence of vaccinations of all dogs before approval <br />and also annually thereafter. Editorial change accepted by Mr. <br />Prokop. Mrs. Klaus seconded motion with editorial change. Carried. <br />Mr. McLean explained to Mr. Udstuen that the P & Z Board is a recom- <br />mending body and that final approval would have to come from the <br />City Council at their next meeting on December 27. <br />ACCESSORY BUILDINGS <br />An interested party from the audience approached the Board asking <br />that they consider the accessory building issue at this time, since <br />he had taken off work tonight (just as he had twice previously) to <br />hear the outcome of the accessory building issue. He also pointed <br />out that overten other persons in the audience were present with <br />interest in this issue. The Board then decided to handle this issue <br />at this time. <br />The Board reviewed the draft proposal which they had put together <br />at their last meeting line by line, making changes as they felt <br />necessary. Mrs. Foster was asked to type up the corrected version <br />and forward to all members by the end-of Monday, December 17 with <br />a note to the members to be sure and review andreontact Mr. McLean <br />by Wednesday, December 19 with any concerns they may have. <br />Mr. Prokop moved to recommend. to Council approval of the accessory <br />building portion of the City Code as revised and corrected, subject <br />to final review of corrections by all P & Z board members before <br />Wednedsay, December 19. Motion seconded by Mr. Goldade. Carried. <br />
