Planning and Zoning <br />September 12, 1984 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was <br />called to order at 7:35 P.M. on Wednesday, September 12, 1984 by Chairman <br />McLean. Mr. Goldade, Mr. Ostlie, Mrs. Klaus, Mr. Doocy and Mr. Cody were <br />also present, Mr. Prokop entered the meeting at 9:20 P.M. Mr. Kluegel and <br />Mrs. Foster were also present. <br />MINUTES - August 8, 1984 <br />Mr. Doocy approved the minutes as presented. Motion seconded by Mr. Goldade. <br />On voting, Mrs. Klaus abstained, motion carried. <br />BUILDING OFFICIAL'S REPORT <br />Mr. Kluegel reported the following P & Z items were considered by City <br />Council: 1) Gary and Arlene Averbeck's application for conditional use <br />permit to operate a nursery was approved by August 13 Council, 2) Donald <br />Wyse's application for variance in order to construct addition on his <br />duplex was denied by August 27 Council, 3) Robert Johnson's application <br />for conditional use permit to operate dog kennel was approved by September <br />10 Council per P & Z recommendations, 4) WCCO's application for amended <br />conditional use permit to add two satellite receiving dishes was approved <br />by September 10 Council. <br />Mr. Kluegel also informed the Board that a public hearing has been set to <br />be held at September 24 Council meeting at 7:30 regarding draft sign ordin- <br />ance and that the Council requested that P & Z Board be represented at that <br />*hearing. Chairman McLean and /or Mr. Cody agreed to attend. <br />DOG KENNEL /ACCESSORY BUILDINGS WORK SESSIONS <br />Chairman McLean asked that the Board at this time decide upon a date to <br />have work session for these items. Mr. Goldade suggested that because of <br />the interest by so many citizens in the accessory building issue that this <br />item be considered as a ballot issue to be voted upon by all the citizens <br />of the City. He felt that the P & Z Board should find out what sort of <br />lead time is required to have such an item placed on the ballot. Mr. Ostlie <br />agreed, however, no action was taken in this regard. <br />The Board agreed to conduct a work session on Wednesday, September 19 at <br />7:30 at City Hall to discuss primarily the dog kennel ordinance. At that <br />meeting, should time allow, the accessory building issue will be discussed. <br />If time does not allow, an additional meeting time will be decided upon. <br />REZONE REQUEST - TOM McDONOUGH <br />Mr. McDonough appeared before the Board requesting a rezone for a parcel <br />which he owns on Ash St. He told the Board that the City of Shoreview has <br />sewer and water on the Shoreview side of Ash St. and that they have given <br />the City of Lino Lakes the option of hooking up to that system in order <br />to service residents on the Lino Lakes side of Ash St. Mr. McDonough <br />would be willing to hook up to this proposed system with the condition that <br />he be allowed to subdivide his property into 12 separate lots as proposed <br />�in the sketch presented to the Board. <br />
