Planning & Zoning Board <br />October 13, 1982 <br />Page Two <br />Mr. McLean moved to approve the minutes of September 21, 1982. Seconded by Mr. Prokop. <br />Aye. <br />• Mr. Johnson questioned Mr. Kluegel about the anchoring of manufactured houses. Mr. Kluegel <br />said the information will be sent out with the next Task Force packet. <br />JOHN DOYLE <br />Mr. Doyle explained his problem. There are 21 lots on Pheasant Run, 8 lots on <br />Captain's Place. The DNR and Corps of Engineers' basic stand is that Captain's Place <br />encroaches into their wetlands. They are asking that Mr. Doyle give up any right to <br />build on the back 4 lots and basically build on the front lots. The latest proposal <br />from the Council and the P & Z Board is to build two houses adjacent with a 0 lot line <br />setback. Mr. Doyle stated that all 8 lots could be dedicated to some sort of Condominium <br />Association. <br />Mr. Johnson stated that this is not a variance for a setback, this is a rezone. <br />That's part of the question. First, is it feasible, second, what would the process <br />be. <br />Another project within the City is having the same difficulties as this one. Mr. McLean <br />felt that both projects should be combined as one and resolve them together. <br />Mr. Reinert thought that Mr. Doyle, since he is a private citizen, should not be <br />combined with the City. Mr. Johnson stated that Mr. Doyle is a resident, therefore <br />he is a City problem. <br />Mr. Johnson said this is a rezone and the reason for the rezone is that this is a <br />hardship situation, which would be an honest approach to the matter. <br />There was more discussion on rezoning the 8 lots to 4 lots. Also, setback <br />amounts were mentioned. <br />Mr. Johnson suggested that the City planner and the Task Force review this matter. <br />THOMAS BOWMAN <br />Mr. Bowman explained his plan for a woodworking business at 7080 Lake Drive. The <br />building is 30' X 36' and he would like to have a small sales display area within <br />the building. <br />It was reported that Mr. Bowman does not own this property. He is currently <br />considering purchasing it from Mr. Shipman, contingent on the approval of this. <br />There was discussion concerning the number of employees, additional storage area <br />and if there would be future expansion. Also, what type of fire protection there <br />would be. <br />It was noted that there is a growing number of businesses on Lake Drive. There <br />was concern that a problem with traffic congestion in certain areas might arise. <br />Mr. and Mrs. Bars, who reside north of the proposed business, were present. Mr. Bars <br />asked about zoning. Mr. Johnson replied that the Task Force is working on that, but <br />•right now the P &Z Board is concerned with the permit for Mr. Bowman. Mr. and Mrs. Bars <br />had no objections toward this business. <br />Mr. Bowman's application was received and the Board thanked Mr. Bowman for coming. <br />
