• <br />Planning and Zoning Board <br />March 10, 1982 <br />Page -3- <br />is permit owner has to start his project within six months and as long as there is <br />progress the permit is valid. Mr. McLean suggested that our policy be changed to <br />require a termination date for building permits to be completed and requested the <br />Building Inspector to look into this. <br />• <br />• <br />Mr. McLean asked about trailer permits during construction and wanted to know if <br />we follow the ordinance. Mr. Kluegel said the one issue at this time is for Dufour <br />on Old Birch Street. He said he knew the Council recently took action on this but <br />felt if we are not presently following the Ordinance we should change the ordinance. <br />He felt the staff is not performing according to the ordinance direction. Mr. Rein- <br />ert explained the Council had extended his permit until August 1, 1982 put he must <br />apply for another 90 day permit about the first of April. He personally felt each <br />further permit should be at an excelerated rate of fee payment. <br />Mr. Prokop moved to recommend to the Council that the setting of fees for a 90 day <br />permit on trailers for hardship cases for construction purposes be reexamined with <br />the idea that perhaps the exceleration of permit fees be considered. Mr. Johnson <br />thought this may be compounding the problem because it was a hardship to give the <br />trailer permit to begin with. Mr. Prokop said the Council could always waive the <br />fee. Mr. Reinert felt there should be a real definition of hardship. Mr. McLean <br />seconded the motion. Motion carried unanimously. <br />Mr. McLean talkddabout extending or reinstating the moratorum on platting until such <br />time that the zoning map and supporting ordinances are adopted. The purpose would <br />be to cover the period that we're trying to deal with in the old moratorum so we <br />do not have some things happen that we will regret later on. <br />Mr. McLean asked Mr. Kluegel for a definition of a mound on -site septic system. <br />He asked if Gregg Olson's system would be a mound system and Mr. Kluegel said there <br />are several types of mound systems. There was further discussion on mound type <br />systems. <br />Sign applications were questioned by Mr. McLean. Are they coming before the Planning <br />and Zoning Board? Mr. Kluegel explained what the ordinance said. Mr. McLean mentioned <br />the sign at Otter Lake Road and Otter Lake Drive. Mr. Kluegel said there was no permit <br />issued and he said he would have it removed. <br />ADJOURN <br />Mr. McLean moved to adjourn at 9:28 p.m. Mr. Prokop seconded the motion. Aye. <br />
