Motion carried unanimously. <br />The next item on the agenda was a special use permit for the parking of a <br />truck, trailer and front end loader in a residential area. This property <br />is located on a seven ton load road. Mr. Schumacher pointed out that <br />heavy equipment is only allowed in a Industrial area. The applicant is <br />Mr. Ken Kowolski, and he pointed out that he has almost three acres of land. <br />There was much discussion on this problem. Mrs. Klaus felt this only tends <br />to create an eyesore in the area. Mr. Prokop noted that Mr. Kowolski <br />bought the property knowing what he was getting into. He understood the <br />position of this person but he also felt that the storage of heavy <br />equipment in a residential area was not good planning. <br />Mr. Heath moved to recommend to the Council that a Special Use Permit be <br />allowed with the stipulation that only the truck, trailer, and front end <br />loader and prepare some sort of plan for screening where the truck is To&c <br />- parkeIand that the Council establish a time line for completing the screening. <br />'And until such time as this screening is established, the trucks be parked <br />in an orderaly manner at all times. Mr. Prokop seconded the motion. <br />lion failed with Mr. Heath voting in favor. <br />Mr. Schumacher answered the questions Mr. Prokop had on the long driveway <br />off Elmcreast and explained the policy of7City concerning the installation <br />of new streets. <br />Mr. Heath announced to the Planning and Zoning Board that this would be <br />his last meeting due to the fact that he is moving out of State. <br />The Board voted to give him their thanks for his contribution to the <br />many decisions that this Board has had to make over the past few year. <br />Mr. Heath moved to ajourn.
