Mr. McLean said through the variance procedure. <br />Mr. McLean said he favored the idea of the house being totally completed <br />before any occupancy be granted. <br />Mr. McLean said he is suggesting that there be a 120 day limit to get the <br />house (building) sided. Mr. Goldade suggested in addition that the build- <br />ing be ready for any occupancy permit in 140 days. This may be a temporary <br />or a complete occupancy depending on how much of the house (building) is <br />completed. Mr. McLean suggested further that maybe a temporary occupancy <br />permit should be renewed with a renewal fee. <br />Mr. Ostlie suggested that maybe the 140 days be changed to 180 days for <br />an occupancy permit. It would be up to the Building Inspector to determine <br />if a temporary occupancy permit or a permanent occupancy permit should be <br />issued. <br />Mr. Ostlie asked if there should be the clause that the house be started <br />within 90 days of issuing the permit. Why not just say the house must be <br />started and the exterior be completed within 120 days. The feeling was the <br />90 day limit on starting the building was a good tool for prodding. <br />•he consensus was that the house (building) must be started within 90 days <br />or the permit lapses. The exterior must be finished within 120 days and <br />must be ready for occupant' (temporary or full) within 180 days. Mr. McLean <br />asked Mr. Klegel to check with Mr. Hawkins regarding the "good and satis- <br />factory reason" clause. <br />OLD BUSINESS <br />Mr. Ostlie asked about the Shoreland Management Ordinance. Mr. Kluegel said <br />Mr. John Stein from the DNR will attend the next Planning and Zoning Board <br />meeting. Mr. Prokop suggested approaching the DNR about the Bruggeman lot <br />split request and see what their feeling is about this. <br />Mrs. Klaus asked when there will be a new Planning and Zoning Board member. <br />It was explained that Mr. Johnson has not officially submitted his resignat- <br />ion. When this happens the Council will appoint a new member. <br />NEW BUSINESS <br />Mr. Kluegel reminded the Planning and Zoning Board of the continuation of <br />the public hearing on the proposed Zoning Ordinance and Zoning Map set for <br />May 24, 1983 at 7:00 P.M. at City Hall. <br />Mr. McLean asked about the Dennis Wegan property. Mr. Kluegel explained he <br />is now building a house next to his pole building. The water problem with <br />•r. Sherer has been before the Council and should be resolved. <br />Mr. Doocy asked if the Planning and Zoning Board will be involved with the <br />BMX race track in the City Park? Mr. McLean felt this was not compatable <br />with a ball field or picnic area which had been established by the Lion's <br />
