Planning and Zoning Board <br />April 13, 1983 <br />Page -5- <br />ft. Johnson said each site will have a paved driveway. Garages will be optional. <br />Mr. McLean asked about park dedication. Mr. Johnson said they prefer not to put in an <br />active park. It was noted that Baldwin Park in Circle Pines is very near the site. It <br />was felt the Board would like to see a completed tot lot or maybe even more than one at <br />this site. The tot lot or lots should be developed by the plat developer before the area <br />is fully occupied. <br />Mr. McLean said if the Board deviates on the minimum sq. .footage in this area they will be <br />asked to deviate in other areas of the City. Mr. Ostlie noted if this was developed Pi,7D <br />they could deviate lot sizes. Mr. McLean felt this was not wise since the area will have <br />to be rezoned regardless. <br />Mr. Johnson said he appreciated the Boards comments and he will take them and apply them <br />to his planning. The construction of the manufactured house itself was also discussed at <br />this time. <br />OLD BUSINESS <br />Mr. McLean asked Mr. Kluegel if he has been checking the auto carrier people on Ash Street? <br />Mr. Kluegel said yes, and will probably be going to court with at least one home caner. <br />Mr. Goldade asked about the garage being built on the - ;est section of Ash Street. Mr. <br />Kluegel explained that although work was progressing very slaaly, this will be an earth berm <br />.me. <br />Mr. McLean asked if there is a time limit on a building permit? Mr. Kluegel explained that <br />as long as there is progress shown on the building the permit is valid. Mr. Prokop asked <br />Mr. Kluegel to check on an ordinance that would require a building permit to be completed <br />within a certain time period. He would like Mr. Kluegel to note each building where a <br />permit has been issued but for some reason or another never completed so that the Planning <br />and Zoning Board could make a recommendation to Council on an ordinance that would alleviate <br />this problem. <br />Mr. Ostlie asked about the "State Wide Standards and Criteria for the Management of Municipal <br />Shoreland Areas in Minnesota" which he understood needs the Planning and Zoning Boards attent- <br />ion. Mr. Goldade said that the Board had made a request of the staff to get a copy of the <br />state criteria for this Board to use as a guideline. <br />NEW BUSINESS <br />Reclassification of County Road J - The Board had received a letter from Mr. Bill Short, City <br />Planner regarding Ramsey County's proposal to reclassify a section of County Road J from <br />Otter Lake Road to the 35E freeway from collector to minor arterial. Mr. Short in his letter <br />explained he did not know what that impact on the potential for construction of a full dia- <br />mond'interchange would be. He felt there would be no technical problems. <br />Mr. McLean felt it might impact Mr. Hawkins who owns property north of County Road J and had <br />been inquiring about obtaining a building permit for this property. <br />Kluegel said he had talked to Paul Kirkvold, Ramsey County Engineer, who told Mr. Kluegel <br />the change of classification would enhance the prospect for a full diamond interchange. <br />Mr. McLean felt this situation needs more information from Mr. Short. <br />
