Planning an Zoning Board <br />November 18, 1981 <br />41, The regular meeting of the Lino Lakes Planning and Zoning Board was called <br />to order at 7:45 P.M. by Chairman Doocy. Members present: Swistoski, Johnson. <br />Klaus, Prokop. <br />MINUTES <br />The minutes of October 22, 1981 was considered. Mr. Prokop noted that he <br />was present. Page two, Marten Hansen rezone - should read that "Mr. Hansen" <br />was told this would appear before the City Council; Page three, the request <br />for an increase in the expenses paid should be 'per quarter' for clarification. <br />Mrs. Klaus moved to approve the minutes as corrected. Seconded by Mr. <br />Johnson. Motion carried unanimously. <br />MR. SCHUMACHER's REPORT ON COUNCIL ACTION <br />Due to having only three members present at the last Council meeting, no <br />action could be taken on the rezone request. The variance request for Mr. <br />Krube was approved. <br />Mr. Schumacher reported there had been discussion on the Comprehensive Plan <br />and on the need to hold another public hearing on the Plan. He will keep <br />the Board aware of the actions of the Council on this matter. <br />VARIANCE - MR. ZADUTKE <br />41) Mr. Zadutke had been present but was not present at this time. This matter <br />was laid aside for the present. <br />VARIANCE - OLSON <br />Mr. Olson has a lot on West Shadow Lake Drive and is seeking a variance to <br />construct a home on that lot. <br />Mr. Doocy reported that a lot in an unsewered area must contain one acre and <br />this lot contains only 1/3 acre. Under Ordinance #56, a!lot must contain <br />at least 600 of the requirement, otherwise, a variance is requried. <br />Mr. Prokop pointed out this is a low lot and also is on the Lake side and <br />this area will be carefully monitored. <br />Mr. Schumacher pointed out that old lots of record are the lots that must <br />contain 60% of the current requirements in order to be developed. If the lots <br />do not contain this 60%, then a variance is necessary. This lot is in a <br />plat that was filer before the Ordinance was passed. The lots were platted <br />as lots to be sewered but the sewer was never installed. Now, in order to <br />develop those lots, it must be proven that a septic system can be installed <br />without causing pollution to the Lake. <br />Mr. Prokop noted the area to the South that had been considered for platting <br />just recently. He said he would like to see a contour plan of this area and <br />41) a plot plan showing where the house, septic system and drain fields are to <br />be located. Also, the location of the well. <br />Mr. Johnson felt the City is almost in colusion with the sellers of this <br />property in that this buyer was unaware of the requirements for development <br />of the lots. <br />
