Absent; Klaus, Johnson.
Mr. Prokop moved to approve the minutes of May 20, 1981 as presented.
Seconded by Mr. Swistoski. Motion carried unanimously.
Mr. Schumacher presented the actions of the Council in reference to the
items presented to the Planning and Zoning Commission. Mr. Schumacher
pointed out the requirements of the new animal ordinance reducing the
animal unit to Z per acre. He also reported on the plans for the upgrading
of Highway #8 by Anoka County.
SPECIAL USE PERMIT - WOLTERS
This is for the construction of a commercial building in Carole's Estates
II. There was discussion on the requirements of the Anoka County Highway
Department in relationship to the driveway into this property. There was
also some discussion on the setback of the building with the Planning and
Zoning Board suggesting this conform to the existing buildings.
It was pointed out this is a one man operation with no retail sales. This
is basically a shop for his well drilling operation.
There was discussion of driveway surfacing, screening along the rear of
the lot, with the suggestion of a second row of trees, this had been before
RCWB and received their approval of the on -site system and drainage plans,
the matter of the fence and if it has a security arm, the arm should be to
the inside, and the fact there is no plans for the expansion of this
business in the future.
Mr. Flannery moved to recommend approval of this well drilling shop per Mr.
Short's letter with the exception of the set back requirement. Seconded by
Swistoski. Motion carried unanimously.
ICE CREAM PARLOR - KUNTZER
Mr. Short's letter was considered. This use is consistent with the land
use, but he had raised the question of possible problems with this building
being located between a liquor store and the 49 Club. He wondered about
teenage vandalism in the parking lots and the possibility of juvenile
intrusion in the liquor establishments.
There was discussion on possible traffic problems - particularly with the
smaller children who could walk or bike to the shop. There was a suggestion
of installing some posts to define an entrance and an exit for the parking
lot. The feeling of the Board was that there should be some barrier or
baricade to separate the parking area of the 49 Club from this area.
There was a question on the operating hours and it was indicated they would
be open from 10:00 A.M. to 10:00 /11:00 P.M.
ti, There was much discussion on the parking and the problems that could result.
Mr. Short had suggested additional lighting for the parking area.
Mr. Bathke summarized the discussion in that the proposed use is generaly
acceptable except for the close proximity to the 49 Club, with suggestions
