Planning and Zoning March 18, 1981 Page Three 411The motion carried unanimoulsy. EUGENE PEIL - SPECIAL USE PERMIT This is for a commercial building in a non - sewered area. Mr. Peil presented plans for the constuction on a building in Carole's Estates II. Mr. Short presented his comments on this proposed construction. The Board had questions as to the type of business that would be operating out of that location. Mr. ? moved to recommend to the Council this Special Use Permit be approved with the stiuplation that Mr. Short's recommendations be followed. Seconded by ? . Motion carried unanimously. LINDY - SPECIAL USE PERMIT - KENNEL LICENSE This application is for a kennel Lim -s-e in a residential area. Mr. Lindy lives on East Shadow Lake Drive, has four dogs in violation of the City Ordinance which states a person may only have two dogs. Mr. Bathke noted that he had a letter from the Police Department with a list of the complaints filed against the animals owned by Mr. Lindy. The Ordinance governing this matter was felt to be inadequate and there was a suggestion that the Council amend this Ordinance. Clerk's Note: The tapes are completely inaudiable and the following was compiled on consulting with the City Administrator. A motion was made and passed to recommend to the Council this Kennel License be granted. HAWKINS - FEASIBILITY PLAT. This land is located on either side of Otter Lake Road at the junction of County Road J. Mr. Hawkins had presented for informational purposes only. The Planning and Zoning Board had no problems with this with the exception of informing Mr. Hawkins that he would have to comply with the Shore Lands Management Act and that all lots should be sized to comform to City Ordinance. JULEEN - SIGN PERMIT A motion was made and passed recommending approval of this sign permit with the stipulation that Mr. Juleen present a sketch of this sign. HELIN - KUETHER- SPECIAL USE PERMIT There were several areas of concern with this proposal; 1)lack of bathrooms; 2) parking; 3) ingress and egress; 3) hours of operation;4) anticipated number of patrons; and 5)adjacent land use. This will be returned to PIZ. PUDWILL - LIEBERAM - VARIANCE. Motion was made and passed to recommend approval of this variance with the stipulation that the plans and specifications for the home be presented to the building inspector and a permit be issued by March 23, 1981.
