U\L • <br />1, February 18, 1980 <br />The first hearing on the updating of the Comprehensive Land Use Plan <br />I was called to order at 7:37 P.M. on Fenrury 18, 1980 by Vice Chairman <br />•Heath. P &Z members present; Johnson, Doocy, Schwankl. Council members <br />present; McLean, Kulaszewicz. Mr. Gotwald, Engineer, and Mr. Short, <br />Planner, were also present. <br />• <br />The Comprehensive Land Use Plan Update was presented by Mr. Gotwald and <br />Mr. Short. The areas covered were: <br />1. Land Use (airports, housing, enviornment) <br />2. Public Facilities, (parks, throughfares sewers) <br />3. Implementation (housing, capital improvements, review,official <br />controls - ordinances) <br />After this plan is adopted it will be submitted to adjoining cities for <br />their review. Then it will be submitted to MC. After acceptance by <br />that Board, this plan is then adopted by the City Council and is then <br />published. <br />The major influences affecting the City were listed as <br />1. Thoroughfares - I35E & I35W; Main Street and Lake Drive will <br />be growing as access to the City. <br />2. The Chain of Lakes Regional Park. <br />3. Wetlands - A map from Soil Conservation showing the soil <br />problems that have had to be faced in the formulation of this <br />land use plan. <br />Mr. Short explained the Land Use P1aiis a guide and explained that the <br />eland use is broken into seven (7) catagories. <br />1. Commercial <br />2. Industrial <br />3. Rural <br />4. Rural Residential <br />5. Expansion residential <br />6. Urban Residential <br />7. Multi - family/ <br />1. Commercial - the areas suggested for commercial were outlined on the <br />map. In addition to the interstate exchanges. the most logical areas <br />for commercial development were suggested as Lake Drive & Main street; <br />Lake Drive and Hodgson Road, Birch, Hodgson Road and Ware Road area and <br />Co. Rd. J. and 135E. <br />2. Industrial this was designated as the area near the concrete plant <br />on Lilac and proposed new park near correctional facility; 35E & Co. <br />Rd #14 - near Acton Construction. The area north of Main Street at <br />I35E could also be designated for Industrial, but is not at this time. <br />7. Multi - family; should be near good access areas Lake Drive, Marshan <br />Lake and Rice Lake at Lake Drive and Hodgson Road. Also Hodgson Road <br />at Baldwin Lake Road and possibly Birch at ttz,ot_,>¢bare logical future <br />areas for designation. <br />• The areas 3,4,5,& 6 were discussed per the locations designated on the <br />• proposed maps. <br />
