Rick stated he did speak with the <br />constituent regarding the estimate on storm sewer. The estimate <br />is preliminary and there should only be minimal costs for storm <br />sewer. Rick stated the cost for the play area is high in <br />relation to recent playground projects in other neighborhood <br />parks. He noted that the costs are only a preliminary cost <br />estimate. <br />Pat suggested the designated funds that are available be listed <br />under total cost of the park. Rick advised that the Council will <br />be made aware of the funds that are available for this park. The <br />park dedication for this development was for the land for the <br />park and paving of trails. <br />CONSIDER SUBMITTING OUTDOOR RECREATION GR APPLICATION FOR <br />DEVELOPMENT OF CLEARWATER CREEK PARK: <br />Rick advised the Minnesota Department o al Resources (The <br />DNR) operates several financial assista e rograms. The purpose <br />of the Outdoor Recreation Grant Progr to increase and <br />enhance outdoor recreation faciliti Eligible projects are for <br />park acquisition and /or developme edevelopment including <br />picnic shelters, playgrounds, at facilities, trails boat <br />accesses, fishing piers, swimm' niches, campgrounds and <br />others. This program is for c counties, and townships. <br />The highest priority projec for acquisition, development <br />and re- development of outdo reation facilities. <br />The Outdoor Recreation G roram is a very competitive <br />program with hundred wf gr. applications submitted annually. <br />Projects selected to grant receive assistance of up to <br />50 percent of total el gible costs. These costs must be incurred <br />and paid for before rei {ursement can be made. Therefore, if a <br />grant application was submitted and subsequently awarded, the <br />City of Lino Lakes would need to commit to 50 percent of the <br />total project cost. This would need to come from either the <br />General Fund or Park Dedications funds. <br />Rick advised that if the Park Board is supportive of submitting <br />an Outdoor Grant Application, he will discuss this with the City <br />Council at an upcoming work session. <br />Pam inquired about what the DNR looks for when awarding the <br />grants. Rick stated it is very difficult to say what the DNR <br />looks for. A park does not necessarily have to be unique. Most <br />of the grant applications are for development of neighborhood <br />parks. <br />
