Program Statement/Cost Analysis Lino Lakes Park Bond Referendum Planning <br />Lino Lakes Park Bond Referendum <br />Program Statement /Cost Analysis <br />Date of Last Revision: I /8/98 <br />To: Lino Lakes Park and Recreation Commission <br />Rick DeGardner, Parks and Recreation Director <br />Barry Bernstein, Recreation Supervisor <br />Mike Hoffman, Lead Maintenance <br />From: Jeff Schoenbauer, Vice President <br />Brauer & Associates, Ltd. <br />Overview: This program statement and cost analysis provides background and costing information and general <br />recommendations for use by City staff and the Park and Recreation Commission for referendum planning. The <br />statement is divided into four parts as requested by staff: referendum items, cost analysis, master plans for <br />selected parks, and user group survey for field design. <br />Referendum Items <br />Based on review of the 1996 community survey and Vision 2000 statement, my understanding of the city's <br />park and trail system needs, and current community park, trail, open space trends, the following referendum <br />items are suggested for consideration: <br />• • Youth and Adult Atheltic Complex <br />► Neighborhood Park Improvements <br />► Trails and Greenways Development <br />• Ecological Preservation <br />• <br />The extent to which each of these items is focused upon should be determined as part of your referendum <br />planning process that takes into consideration input from the community through open public meetings, user <br />group meetings, special interest group meetings, etc. Keeping an open mind as to what the community will <br />support and adjusting your referendum package to acknowledge resident's input is a key factor in referendum <br />success and cannot be overstated. Keep in mind, too, that part of the challenge is to educate the community <br />about the value and benefits of a developed park and trail system, including personal, social, economic, and <br />environmental. <br />I also suggest that you avoid identifying one referendum item as a priority over another, at least until you have a <br />greater sense of where the community wants the emphasis put. Instead, each item should be positioned as <br />important community needs that offer varying types of direct and indirect benefits to community residents. I <br />also suggest linking the items together so that voters understand that each item in the referendum package has <br />an impact on the quality of life in the community, even though they as individuals may not directly use a <br />particular facility. For example, the athletic complex is beneficial to all residents in that it reduces overuse <br />impacts to neighborhood parks and removes highly programmed activities from neighborhoods to more <br />appropriate facilities, thus reducing noise, traffic, and clutter from residential areas. <br />Cost Analysis - Neighborhood Park Improvements <br />As requested, a cost analysis was completed for selected items within various parks. The following table <br />provides a summary of the costs associated with the various parks.
