Park Board Meeting - November 5, 2001 <br />Minutes <br />• already a certain portion of Lino Lakes residents being asked to <br />approve a levy this election. <br />Chair Lindy stated the referendum has to be presented to the <br />citizens. The Park Board does not need to sell the idea. The City <br />needs to move forward and let the residents decide. <br />Paul stated he believes there will probably never be a time where <br />one of the school districts is not asking for money. The parks <br />measure the character of the City and citizens have to determine if <br />they want the parks useable. He noted the referendum needs to be <br />appealing to all segments of residents. <br />Pat stated people have to realize that the complex will take a <br />tremendous load off the neighborhood parks <br />Chris asked what will happen to the land ii referendum does not <br />pass. Rick stated the City Council woul mine what to do with <br />the land. The land could possibly be s,. T: I•r development. <br />Bill stated now may be the best time a referendum and if it <br />doesn't happen now it probably won' ver happen. <br />• Rick stated that six month ago believed that. He expressed <br />concern regarding what has hap to the economy since September <br />11. He stated it has been s other communities that <br />referendums over $60 per yea difficult to pass. The question <br />is whether or not the Park '` -els that the typical Lino Lakes <br />resident would be support - o a significant tax increase to <br />develop an athletic c lex, ghborhood parks, and trails. <br />It was the consensus o the Park Board to have Rick discuss a <br />spring referendum with t City Council. <br />Rick stated that a committee would need to be formed immediately if <br />the City Council decides to pursue a spring referendum. <br />Pat added that at some point a consultant would have to advise the <br />City on how to pursue a referendum. <br />Clearwater Creek Park Update - Rick advised bids for on -site earth <br />work and installing the aggregate for the trails in Clearwater <br />Creek Park were opened on October 16, 2001. Frattollone's <br />Excavating was the low bidder with an approved bid amount of <br />approximately $35,000. The on -site earthwork includes the <br />substantial berming as indicated in the master plan. The grading <br />also includes stripping, stockpiling, re- spreading, and fine <br />grading the topsoil to four inches settled depth. Aggregate will <br />6 <br />
