Lino Lakes Parks and Recreation Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />January 29, 2002 <br />TO: Park Board Members <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Review Stoneybrook Preliminary Plat <br />The proposed Stoneybrook Preliminary Plat is located on the south side of Birch Street and <br />approximately 1/4 mile west of Centerville Road (Andy Cardinal property). The total area is <br />approximately 78 acres of which 54 acres is upland. The proposal is R1X Single Family Homes <br />and consists of 111 lots. <br />Since this property is located outside the anticipated urban development limits, the <br />Comprehensive Parks and Trail System Plan does not address the parks and trails needs for this <br />area. <br />From a park area standpoint, the nearest existing park is Pheasant Hills Park, which is located on <br />the north side of Birch Street. The closest park area is the future recreation complex located at <br />the southeast corner of Centerville Road and Birch Street. This is approximately 1/4 mile from <br />the eastern edge of the Stoneybrook Development. <br />In addressing the neighborhood park needs for the proposed development the Park Board can <br />consider two options: <br />1. Request that 10 percent of the upland (5.4 acres) be dedicated as park. This would serve as <br />the neighborhood park for the entire development. Based on topography and wetlands <br />directly to the east, as well as a St. Paul Water utility easement, it would be difficult to locate <br />a park area along the eastern edge to connect to future parkland when the property to the west <br />develops. <br />2. Designate the future recreation complex as this area's neighborhood park. This would result <br />in a 100 percent cash contribution which based upon today's Park Dedication Ordinance is <br />$1,665 per unit (111 lots X $1,665 = $184,816). <br />From a trails perspective the Comprehensive Park and Trail System Plan indicates a bike route <br />(Class III Transportation Trail paved shoulder) along the southern edge of Birch Street. <br />
