We look <br />forward to working with the City to update the past plan and integrate numerous other planning studies into a cohesive <br />system plan to guide future decisions. With our working knowledge of the City, it is our expectation that we can be <br />thorough yet cost - effective in our work effort. <br />The following outlines a proposed work plan for the study, which is consistent with other system plans we have <br />completed in recent years. Our goal is to prepare a system plan that is visionary yet realistic and achievable. As we <br />discussed Rick, the work plan is broken down into three phases that allows us to move from assessment of the current <br />situation to planning to implementation in a logical, focused manner. This is particularly important in your situation <br />where we want to take advantage of past planning work and avoid duplication of planning efforts. Please feel free to <br />suggest modifications to the work plan as you see fit to meet your needs. <br />Proposed Work Plan <br />The work program outlines the tasks we recommend based on our understanding of the project to date. It is our <br />expectation that the work program will be refined as the project gets underway and as the planning issues become more <br />clearly understood. <br />As noted, we recommend three phases: <br />• Phase I — Assessment and Analysis <br />• Phase II — System Planning <br />• Phase III — Implementation Planning <br />The following considers each of these phases in greater detail. <br />Phase 1 — Assessment and Analysis <br />Objective: To assess and analyze all aspects of the Lino Lakes parks, recreation facilities, open space /greenway, and trail <br />system as outlined in the Park P /an Content letter dated May 29, 2003 and listed below. This includes undertaking public <br />process that provides the opportunity for interested stakeholders to participate in the planning process. <br />1 <br />
