• <br />Specific Areas of Focus: <br />• Consideration of the line items listed in the Park Plan Content letter dated May 29, 2003. (Note that Brauer & <br />Associates will work with City staff to determine the type of community outreach that is needed to evaluate user <br />needs, which could include a community survey. If deemed appropriate, Brauer & Associates can assist in selecting a <br />survey research firm for the project.) <br />• Evaluate current standards, classifications, and interrelationships between park units as currently used by the City. <br />• Evaluate basis for each type of park and recreation component. <br />• Evaluate recreational needs and trends associated with services currently provided by the City and local associations <br />and service groups. <br />• Identify demand for new recreation programs and services based on public input during the process and other <br />research. <br />• Review of existing plan, studies, surveys, natural resource mapping, etc. that interrelate with this planning effort and <br />affect planning outcomes. <br />Baseline Documents to be Considered in Plan Development: The following plans, reports, etc. have been initially <br />identified for review and incorporation into the planning process: <br />• 1992 Park and Trail System Plan <br />• City's 2001 Comprehensive Plan <br />• 20/20 Vision Plan <br />• Handbook for Environmental Planning and Conservation Development <br />• Greenway- Related Plans <br />• Minnesota Land Cover Classification System and related natural resource inventory mapping /plans <br />• Wild Land Urban Interface <br />• Watershed District Regulations and Plans <br />• Park Dedication Policy Plan <br />Work Plan: The following outlines the anticipated work plan for this phase of the project. Anticipated meetings are <br />• highlighted. <br />• Focus group meeting with staff — to establish starting point and collect baseline data and information related to the <br />existing system and other items listed above. <br />• Field review of system, existing development patterns, open spaces, and related infrastructure to gain a first hand <br />understanding of the current physical character of the community. <br />• Review demographic information as provided by the City. <br />• Meet with select stakeholder groups to solicit input about planning issues. This typically includes a workshop or two <br />and interviews with special interest groups. <br />• Undertake a public open house to solicit feedback from the public -at- large. <br />• Meet with Park Board and Environmental Board to gain their perspective on planning issues (joint meeting <br />recommended). <br />• Meet with City Council in workshop setting to discuss findings (if deemed appropriate by staff). <br />• Follow up on related planning issues based on findings to date. <br />• Compile findings to date in preparation for Phase II work. <br />End Product: <br />• Summary of findings from the assessment and analysis phase. <br />Qualifiers/Limitations: The scope of services provided under this work task relies on staff to work closely with the <br />consultant, especially in the area of gathering baseline information about the system and interrelated planning issues. <br />Client Responsibilities: <br />• Ensuring that all background information has been collected and documented in a usable format for use in the <br />project. <br />• Coordinate all meetings and public involvement in the project. <br />• Participate in process at all levels to ensure that Consultant time is effectively used. <br />• <br />
