Rick advised the incentive related to the 66 residents with the old meters. Letters <br />have been sent to those homeowners. Staff is currently considering a financial penalty for <br />non - compliance. <br />Council Member Reinert suggested that a statement indicating there will be no excess <br />charges for changing to the new meter is included in a letter to residents. <br />The City Administrator advised the Council would have to adopt a specific policy <br />regarding no excess charges when the meter is changed. <br />Council Member Reinert inquired about the five -year Televising Program for the Entire <br />Sewer System. <br />
