COUNCIL MINUTES MARCH 13, 2000 <br />1. <br />1. <br />The final landscape plan is subject to the review and approval of the City <br />Environmental Specialist. <br />a) A foundation - planting plan shall be submitted for <br />review and approval prior to issuance of building permits. <br />b) Landscape plantings shall be added on the south side <br />of Oak Drive and around ponding /wetland to include native materials /seeds <br />to buffer areas and as part of the surface water treatment train. <br />Access to units 35 and 36 shall be provided from the north and no access shall <br />be provided from the cul -de -sac, subject to approval by the Police Department and Fire <br />Department <br />2. Curb cuts shall be limited to 26 feet in width for accesses onto public roads <br />with a minimum 10 -foot separation. <br />3. Green space /rock separations shall be eliminate R driveways. <br />4. ' at approval remain in effect. <br />Council Member Dahl second <br />otion carried unanimously. <br />Consider Resolution 00 , Findings of Fact for Majestic Pines Church (3/4 Vote <br />Required), Jeff Smys f + vised at the February 28, 2000, Council meeting, Council denied <br />the applications for a c ''io al use permit and site plan review for the Majestic Pines Community <br />Church. To ensure clari in the City's compliance with the law, the Council should adopt findings <br />for the action. Resolution No. 00 — 27 lists findings of fact. <br />Council Member Carlson expressed concern regarding missing details such as sewer and water not <br />being available. Staff advised the findings of fact list reasons the City Council denied the application. <br />They do not include concerns of other City Boards. <br />Council Member Carlson asked if Council Member Dahl had discussed the sewer and water issue. <br />She also asked if the square footage from the second floor and Phase II could be included. <br />Staff advised the application was for Phase I only. Therefore, the square footage for Phase II should <br />not be included. Council can add to the findings if they are in agreement. <br />10 <br />
