COUNCIL MINUTES OCTOBER 25, 1999 <br />3. The City Council approves the purchase agreement for the 60+ -acre Montain parcel <br />and the 5 -acre Molitor parcel for a future community recreation complex. <br />Council Member Dahl seconded the motion. Motion carried unanimously. <br />PUBLIC HEARING, Resolution No. 99 -102, Adopt Assessment Roll, Lakes Addition <br />Street Reconstruction, John Powell (3/5 Vote Required) - On September 13, 1999, Council <br />set the public hearing for the proposed assessments for the Lakes Addition Street Reconstruction <br />project for this evening. All necessary notices have been mailed to affected property owners <br />indicating the amount of the assessment and the date of the hearing. <br />The project is substantially complete and can now be assessed. The assessments total $3,045 per <br />lot. The assessments associated with this project include Street Reconstruction and Storm Sewer. <br />The assessments per lot would have been between $12,000 and $13,000 if the homeowners had <br />to pay for the improvements in full. Staff noted that final payment has not yet been made to the <br />contractor. <br />Staff added that a resident at 6858 Blackduck Drive planned to ob. t ssment. Also, <br />Mr. Charles Hendry, 994 Lantern Lane, has submitted a writte �e • n assessments. <br />Mayor Sullivan opened the public hearing at 7:35 p.m. <br />Mr. Richard Thompson, 1029 Lantern Circle, c <br />opposition to the assessments. He stated t <br />inadequate road that a builder put in <br />an d stated he wrote a letter of <br />ould not be responsible for an <br />ve .. y the City Engineer. <br />Mr. Alec Fenick, resident of , cam- forward and expressed concern regarding the <br />assessment. He asked for i ��E o arding payment alternatives. <br />Mr. Don Dunn, 6885 'rive, came forward and expressed concern regarding the <br />situation relating to Sta . oads. He stated the City has a Public Improvement Policy that is <br />to be used by the City w F n improvements are made to a State Aid road. He stated the Ware <br />Road residents are not paying assessment fees which is inconsistent with the City's policy. He <br />asked why a certain group of residents have to pay assessment fees when another group doesn't. <br />He asked the Council to address this situation. <br />Ms. Beth Newendorf, 6736 Partridge Place, expressed concern regarding the cost for sewer and <br />road construction being divided evenly among residents. The storm sewer was not as extensive <br />in certain areas of the project. She asked why the cost for storm sewer was distributed equally <br />rather than distributed where the work was done. She also expressed concern that there were no <br />preliminary costs discussed before the project began. <br />Staff advised the design standards for roads are much higher now than in previous years. Roads <br />do have a designed life for use. The road was installed 15 -20 years ago and improvements were <br />necessary. Each road reconstruction project is prioritized and this project was the number one <br />8 <br />
