• <br />• <br />• <br />CITY COUNCIL WORK SESSION SEPTEMBER 8, 1999 <br />September 22, 1999 work session. Staff has discussed the matter with the City Attorney <br />and explained the variance criteria must include: <br />1. Parking of tractor /trailer units on the site for extended periods of time. <br />2. Noise and diesel fumes form the parked units <br />3. Enforcement of any parking limitations <br />4. Possible revocation of the CUP for violations <br />5. Possibility of an ordinance that prohibits parking of certain types of vehicles <br />Ms. Wyland reported Mr. Hawkins indicated that the City could impose parking <br />restrictions as a condition of approval for this amended CUP and/or limit the number of <br />spaces provided for said parking. He indicated enforcement would involve notification of <br />any violation to the owner with a time period provided for correction, then notification <br />from the City Attorney that violation must cease or a criminal citation would be issued <br />with further court prosecution. Staff asked the <br />Council to again con " ue the hearing to the September 27th meeting as the matter was <br />tabled at the RCWD meeting, pending receipt of additional information for the developer. <br />The City cannot vacate the easement without RCWD's approval. <br />COMPREHENSIVE PLAN UPDATE - JEFF SMYSER <br />Mr. Smyser reported on the Comprehensive Plan. The Council discussed the advantages <br />and disadvantages of aggressive, moderate and conservative growth. The Council <br />discussed how to approve the Comprehensive Plan and meet the expectations of all the <br />citizens. The Council debated whether or not a representative (Council Member) from <br />the positions of moderate and conservative growth should meet off site in an attempt to <br />resolve the Comprehensive Plan approval dilemma. <br />
