• <br />• <br />• <br />COUNCIL MINUTES OCTOBER 11, 1999 <br />7. Proper building permits must be obtained prior to any construction and 1% of the <br />construction costs must be put in escrow to insure completion of all site improvements. <br />Prior to issuance of building permits, the City CSO must review building plans for <br />compliance with CEPTED recommendations. <br />8. A lighting plan must be submitted and obtain approval by the CSO for compliance <br />with CEPTED recommendations. <br />9. The Town Center Committee shall review any signage for approval. <br />10. All permits required by the Rice Creek Watershed District shall be obtained prior to <br />any site grading. <br />11. Utility, grading, and drainage plans must obtain approval from the City Engineer and <br />Rice Creek Watershed District. <br />12. The building design, architectural standards, and signage i ; the McDonald's <br />site are subject to review and approval by the Town Center <br />13. All necessary permits must be obtained from An .ant MnDOT. <br />14. A new plat drawing must be submitte . 1 ed easements shown. In accord <br />ndard City policy, no site work shall begin on the site before <br />the developer's e ent is complete. <br />18. The City shall not sign final plat and no site work shall begin until conditions 12, 11, <br />13, 14, 15, 16, and 17 are fulfilled. The other conditions shall be met before a building <br />permit is issued. <br />19. There is a two -(2) week time limit for completion of the above conditions. <br />Council Member Lyden seconded the motion. <br />Council expressed concern regarding project completion if a few more days are needed for the <br />outstanding issues. The City Attorney advised the project could come before Council again for <br />an extension if necessary. <br />
