• <br />• <br />COUNCIL WORK SESSION JULY 23, 1997 <br />COUNCIL WORK SESSION <br />MINUTES <br />DATE July 23, 1997 <br />TIME STARTED 5:00 p.m. <br />TIME ENDED 8:17 p.m. <br />MEMBERS PRESENT Council Members Bergeson, Lyden, Neal and <br />Mayor Landers <br />MEMBERS ABSENT Council Member Kuether <br />Staff members present: City Administrator, Randy Schumacher; Assistant to the City <br />Administrator, Dan Tesch; Community Development Director, Brian Wessel; Planning <br />Coordinator, Mary Kay Wyland and Clerk - Treasurer Marilyn Anderson. <br />HAY PROPOSAL, DAN TESCH <br />Mr. Schumacher and Mr. Tesch will be meeting with a representative of the Hay Group <br />on Friday to initiate a pay equity study. The purpose of the study is to ensure that the City <br />is in compliance with the Pay Equity legislation and thatthis:City is paying salaries <br />comparable to other local governments of similar size- and stage of development. <br />Council Member Lyden expressed concern because originally the Council had authorized <br />the study to be prepared by PDI. `was :told that staff was concerned about the <br />level of support the City would receive iurirg "the process and after the process. In <br />addition, PDI requires City do a.major portion of the collection of data for the <br />study. The Hay Group does the,),,:complete study and presents a finished product. Council <br />Member Lyden explained that he was familiar with pay equity and there is an element of <br />trust that must' met. <br />Staff was asked if the study by the Hay Group was designed for the public or private <br />sector. Staff explained that it was designed for the public sector. <br />Mr. Tesch will have further information for the City Council on this matter after his <br />meeting with the Hay Group on Friday. <br />DISCUSSION OF MIKE KENNY'S SPECIAL USE PERMIT, MARY KAY <br />Mr. Kenny operates a lawn and garden service and his wife operates a floral service from <br />their residence at 6451 Hodgson Road. The original Conditional Use Permit (CUP) was <br />issued in 1980 for the floral service only. Mr. Kenny has intensified his use over the years <br />but has not updated the CUP. <br />• Mr. Mike Laubersheimer, 6445 Hodgson Road, Mr. Kenny's neighbor, was present to <br />voice his concerns regarding Mr. Kenny's intensified use of his property.
