COUNCIL WORK SESSION JULY 23, 1997 Mr. Kenny paved his driveway and the area over his septic system. Now the septic is failing. Mr. Laubersheimer said he has had a five (5) year battle with Mr. Kenny about Mr. Kenny's activities and other abuses. Mr. Lauberscheimer asked the City Council to require that Mr. Kenny conform to the conditions set out in the CUP. Staff explained that they have had contact with Mr. Kenny and he has not acknowledged the warnings from Ms. Wyland or the Building Official. The only action that can be taken at this time is for the City Council to required that Mr. Kenny apply for an amended CUP or adhere to the original CUP. Council directed staff to write to Mr. Kenny one last time and provide a copy of the letter to the Council. This matter will be on the August 6, 1997 work session agenda. CONSIDER ELM STREET TRAIL, SUNRISE DRIVE TO SUNSET .,ROAD, DAVE AHRENS Residents have expressed concern for children walking to the Centennial Middle School in the area mentioned above. Location of a paved trail to connect with the trail near the school was discussed. Mr. Ahrens will prepare a design for a trail in t isarea and explore sign options. Mr. Ahrens will also explore stripping a cross walk near the school. Staff noted that a trail has been established on the north side of Elm Street across the senior cottages property. This trail will be,,paved in late August of this year. Molin Concrete is planning a substantial expansion o utility services. Boe Ornamental has three (3) lots but will only lime. Three options were outlined. After discussion about each option, staff was directed to summarize each option and bring them to the Council for a decision. STORM DAMAGE POLICY (TREES), MARTY ASLESON Each Council Member was given a copy of the Storm Damage Tree Management Options booklet and a copy of the Planning and Mitigation Tips booklet for storm damaged trees. Staff explained that the City is now too large and it takes too much staff time to maintain a permanent tree disposal site. Council was for direction on handling trees damaged by storms.
