• <br />• <br />City of Lino Lakes <br />Park Board Meeting <br />October 4, 1999 <br />Through much discussion, the Park Board determined that Outlot C <br />should be reconfigured. <br />Paul Montain made a motion, seconded by Pam Taschuk, to <br />reconfigure Outlot C so the northern border terminates between <br />Lots 14 and 15 and the western border terminates between Lots 11 <br />and 12, and also to request a 15' foot wide park property for <br />trail purposes located somewhere between Lots 11 and 14, and the <br />developer will grade and install sub -base per City <br />specifications. The balance of the park dedication will be paid <br />in cash. Motion carried unanimously. <br />REVIEW PROPOSED LAND ACQUISITION FOR ATHLETIC COMPLEX: <br />It was noted for the record that Paul Montain excused himself <br />from the meeting during this discussion. <br />Rick stated that staff has spent the last 8 months attempting to <br />secure land for a future athletic complex. After considerable <br />discussion with Mr. Montain, the City has reached an agreement to <br />acquire 62 acres of land for $850,000. Recently, Mr. Molitor has <br />also agreed to sell 5 acres of land for $75,000, which is <br />adjacent to the Montain property. Both are contingent upon City <br />Council approval. This results in a 67 acre complex. <br />If the City acquires this parcel of land, a referendum would need <br />to be conducted for development of the athletic complex. The <br />internal loan to acquire this property would also be repaid. <br />This scenario carries minimal financial risk to the city. If the <br />referendum is unsuccessful, the City can sell the parcel or <br />retain possession for future use. <br />With Lino Lakes' recent population growth has come an increased <br />need for new and improved recreational facilities. Lino Lakes <br />has been one of the fastest growing communities in the Twin <br />Cities area. The leisure and recreational opportunities along <br />with park development have not been able to keep up with this <br />growth. Acquisition of property for an athletic complex will <br />expand the leisure and recreational opportunities for the <br />children and adults in the community. <br />Rick added that on October 11 and October 19 there will be two <br />public meetings regarding the land acquisition. Development of <br />the athletic complex would probably not begin until 2003 at the <br />earliest. He stated he is asking for comments from each City <br />• Board which will be presented to the City Council on October 25, <br />1999. <br />
