Lino Lakes Parks and Recreation Department 600 Town Center Parkway Lino Lakes, MN 55014 (651) 982 -2440 Fax (651) 982 -2439 5, October 27, 1999 TO: Park Board Members FROM: Rick DeGardner, Public Services Director SUBJECT: Review Revised Highland Meadows Preliminary Plat The developer of the Highland Meadows development is amending the approved preliminary plat. Therefore, the revised plat must be reviewed. The new preliminary plat contains 50.85 acres of land consisting of 77 single family detached units and 52 single family attached townhouse units. The issues related to parks and trails are as follows: 1. The original plat provided a east /west trail connection from Marilyn Drive to the Mardon Acres Development. A 1.8 acre park was also located near this trail segment. This is located near the power line easement. The revised concept eliminates the mini park, which I concur. The Park Board may want to consider requiring only a 15' wide park property for this trail segment rather than the entire depicted area (Outlot A). 2. The trail connection from Marilyn Court to Main Street still exists. However, there is a slight change in location, which I support. 3. The park area has been reduced from 5.2 acres to 4.01 acres. The park access has also been changed. It's important to ensure that adequate access to the park area is provided. The park area is directly related to the proposed Bluebill Ponds Development. It is imperative that as these two projects continue through the process that the proposed park areas are analyzed together to ensure the future neighborhood park will be functional. It is my understanding that road locations may be modified as the Highland Meadows and Bluebill Ponds platting process continues. This may alter the shape and size of the proposed park area.
