COUNCIL WORK SESSION APRIL 9, 1997 III given a copy of the proposed update. Council will review the document and get back to Mr. Lindblad with their consensus. Mr. Lindblad will keep the Council and staff updated on any possible future changes. REVIEW 1997 - 2001 DRAFT CAPITAL IMPROVEMENT (CIP) PLAN, MARY VASKE/RANDY SCHUMACHER Council was given a draft of the proposed CIP. Staff outlined the contents and asked for direction regarding how much detail the Council needed. It was noted that the Charter requires that this document be updated annually. Staff explained that this document will be used by each Department when they prepare their annual budgets. Staff noted that a funding plan was not included in the document. It can be added later if directed by the Council. Also parks are not addressed. RECREATION PROGRAM PLAN CHANGE, RANDY SCHUMACHER The Parks Department currently requires payment of program fees in cash. At this time, staff is preparing to allow payment for program fees with credit cards. The cost of this service would be covered by a 1 1/2 % to 2% increase in fees. This matter is informational only and no Council action is needed. CONSIDERATION OF APPOINTING ALTERNATE HUMAN RIGHTS OFFICERS, RANDY SCHUMACHER • Council discussed the need for an alternate officer and offered several suggestions.
