COUNCIL WORK SESSION APRIL 9, 1997 <br />III given a copy of the proposed update. Council will review the document and get back to <br />Mr. Lindblad with their consensus. <br />Mr. Lindblad will keep the Council and staff updated on any possible future changes. <br />REVIEW 1997 - 2001 DRAFT CAPITAL IMPROVEMENT (CIP) PLAN, MARY <br />VASKE/RANDY SCHUMACHER <br />Council was given a draft of the proposed CIP. Staff outlined the contents and asked for <br />direction regarding how much detail the Council needed. It was noted that the Charter <br />requires that this document be updated annually. <br />Staff explained that this document will be used by each Department when they prepare <br />their annual budgets. <br />Staff noted that a funding plan was not included in the document. It can be added later if <br />directed by the Council. Also parks are not addressed. This issue will de , - nd upon <br />whether or not a bond issue is placed on the November election ball <br />Council will review the documents and recommend chan <br />CONSIDERATION OF AMENDING THE <br />• <br />COMPUTER PURCHASE PLAN, MA Y <br />session. <br />A written proposal updating the • .0 urchase Plan was given to the <br />Council. Updates include f ib1= participants to upgrade technological <br />changes and added the as eligible participants in the program. <br />A resolution will .n;• and added to the April 14th agenda. <br />The Council took ive (5) minute break. <br />RECREATION PROGRAM PLAN CHANGE, RANDY SCHUMACHER <br />The Parks Department currently requires payment of program fees in cash. At this time, <br />staff is preparing to allow payment for program fees with credit cards. The cost of this <br />service would be covered by a 1 1/2 % to 2% increase in fees. <br />This matter is informational only and no Council action is needed. <br />CONSIDERATION OF APPOINTING ALTERNATE HUMAN RIGHTS <br />OFFICERS, RANDY SCHUMACHER <br />• Council discussed the need for an alternate officer and offered several suggestions.
