COUNCIL WORK SESSION APRIL 9, 1997 <br />certain that Metropolitan Council will extend MUSA to this development. He will not be <br />hooking to the trunk mains until the MUSA is available. <br />Council directed staff to issue the permit with restrictions to insure that there is no use of <br />the service until the time MUSA is in place. <br />Regular Agenda Item 7A - This item concerns the signal lights design for the Lake <br />Drive/Elm Street intersection. The design is a temporary system which includes wooden <br />poles and cable. When Lake Drive is reconstructed in about seven (7) years, permanent <br />signal lights will be installed. <br />Regular Agenda Items 7C and 7D - Both of these agenda items concern the award of <br />the construction contract for the trunk utilities at the I- 35W/Lake Drive interchange. The <br />successful bidder of the project is backing out of his bid. Staff will be recommending that <br />Council take the bid bond from this contractor and award the bid to the second lowest <br />bidder. <br />CLARIFICATION OF CITY COUNCIL LETTER TO THE C <br />COMMISSION, PAUL MONTAIN, DONALD DUNN <br />Mr. Montain told the Council that the Charter Co a . out the letter <br />sent to them. Council Member Bergeson expl or `' ession in February, the <br />Council agreed to test the Charter relatin • r d re st on. This will cost the City <br />approximately $40,000 plus staff tim to make sure that if they fulfill <br />their part and the election refer �a ' . e Charter Commission is willing to <br />make changes in the Chars -..' a.: �- co struction can be completed using some tax <br />dollars. <br />Mr. Montain exp <br />problem with the <br />he consensus of the Charter Commission is that if there is a <br />conditions regarding road reconstruction, they are willing to <br />support a change. will ask the Charter Commission to restate its goals and help <br />educate the public so that they understand why there will be a referendum question on the <br />election ballot in November. <br />Mr. Montain asked staff to make sure that the process is completed and the referendum is <br />on the ballot this November. <br />Mr. Montain will ask the Charter Commission to prepare a letter affirming their <br />commitment to draft a change to the Charter if the referendum fails and to ask Council to <br />not hold up the feasibility report and continue the project. <br />20/20 ADVISORY GROUP UPDATE, MARK LINDBLAD <br />Mr. Lindblad is the new chairman of the Advisory Group. He noted that the 20/20 <br />document will be updated because some words were deemed inflammatory. Council was <br />PAGE 4 <br />
