Pine Plantation Management: Pine plantations, as defined herein, are exempt <br />from replacement requirements when thinning of the tree stand would improve <br />tree health. The applicant shall submit information as necessary to adequately <br />describe how the plantation will be managed (i.e. amount and location of <br />thinning). <br />B. Location of Replacement Trees: Replacement trees shall be planted: <br />1. On Site — Planting located within the subject property described in the application. <br />2. Off Site — If there is insufficient suitable area on the subject property to accommodate <br />all required replacement trees, the City may consider allowing planting on other land. <br />Priority will be given to public land owned by the City or other land (public or <br />private), to be approved by the City. <br />3. Payment to Tree Fund — The City may accept a payment for the required caliper <br />inches of replacement trees, if no suitable on -site or off -site location can be found to <br />accommodate the trees. The exact dollar amount shall be established by the City <br />Council. (see City Attorney's comments) <br />C. Size, Type, and Quality of Replacement Trees <br />1. No more than one -third (1/3) of the replacement trees on a property shall be of the <br />same species, unless approved by the City. <br />2. Replacement trees shall be of a species similar to the trees which are lost or removed <br />or of a species similar to the indicator species of the Ecological Prototype of the <br />property as defined in the City's Handbook for Environmental Planning and <br />Conservation Development, unless otherwise approved by the City. <br />3. Large to medium sized deciduous trees shall be a minimum of two and one -half (2 1) <br />caliper inches at time of planting. <br />4. Small deciduous trees shall be a minimum of one and one -half (1 '/2) caliper inches at <br />time of planting. <br />5. Evergreen trees shall be a minimum of six (6) feet in height at time of planting. <br />6. Replacement trees shall be healthy stock, free of insects and disease, and meet the <br />guidelines set by the American Standards of Nursery Stock and/or Inspection and <br />Contract Administration Guidelines for MnDOT Landscape Projects. The City can <br />reject trees if found to not meet these standards. <br />7. The following shall not be used as replacement trees: <br />• Siberian Elm <br />• Norway Maple <br />9 <br />TOTAL P.03 <br />
