•
Bill Hawkins
April 7, 2000
page 2
acres and cuts trees for whatever reason, or; an owner of 20 acres cuts all the trees
because he knows when he submits a plat application, he'll have to go through the
expense of preparing a tree survey, preservation plan, etc.
My initial thought on this is that it would require extensive policing of the City, with a
significant commitment of staff time. There is also the question of the extent of the
City's police power, and how much authority over private property we should assume.
Any thoughts?
;. We are wondering if we should even get into the regulation of tree cutting when
somebody buys a single family residential lot and applies for a building permit for a
house. Currently, I think our Environmental Specialist looks at the building permit
application and makes some suggestions to the builder. Little is actually mandated
regarding tree preservation other than a fence around trees that will remain.
This is similar to question number two. To require, review, and follow up on
preservation plans for individual lots may be a tricky policy and significant City expense
that would be difficult to justify. And again, do we want to tell individual lot owners
which trees they can't cut? Any thoughts?
I appreciate your help.
