• <br />• <br />Wildland Urban Interface (WUI)- Local Unit of Government Workgroup ( LUG) <br />Minutes from 5/25/00 Work Group Meeting <br />Attendance: Meredith Cornett, Lillian Baker, Suzann Willhite, Peter Leete, Con Christianson, <br />Joan Galli, Marty Asleson (Lino Lakes), Kate Drewry (Rice Creek Watershed <br />District), Molly Shodeen, Jean Mouelle, Dave Zumeta, Tom Polasik, Dan Cornejo <br />(SEH for Hugo), Peggy Sand (chair). <br />Attendees introduced themselves, agreed to the agenda, and accepted the 3/14/00 minutes, the <br />work group member list (revised 5 /25/00), and the Work Assignment Matrix (revised 5/18/00). <br />(Electronic or hard copies of these are available from Peggy S.) The group set the next meeting <br />date for Tuesday, June 20, 1:30 p.m. <br />Announcements included: <br />• Harland Hiemstra has prepared an article on the WUI LUG project for the June 2000 issue of <br />the DNR Review. <br />• Peggy Sand will be attending a national 5 -day training session called "The Wildland Urban <br />Interface: Balancing Growth with Natural Resource Management and Conservation" during <br />the last week of June. She and Dave Schuller have prepared updated briefing papers on both <br />aspects of the Minnesota WUI project (the LUG project and the landowner guidebook <br />project). Copies of the most recent versions of these documents are attached. Any <br />corrections or additions are needed by the work group meetings on 6/20/00. <br />PROJECT STATUS & PROGRESS ON WORK TO DATE - Reports & Discussion <br />Basic Tools for Working with LUG's <br />Meredith Cornett presented a draft of "Site Based Management Plan Checklist for Natural Areas" <br />(5/25/00) which was discussed. This is the first draft of one of several checklists which are to be <br />developed through this project. For this management plan checklist, Suzann Willhite & Dave <br />Zumeta suggested additional considerations on recreation, trails and access, and contextual <br />information, e.g. on land use, ownership, and land management plans of adjoining properties. <br />Copies of a revised checklist will be available from Meredith at the 6/25 meeting. <br />Peggy Sand handed out partial working draft (5/35/00) of a "Commercial Development Site Plan <br />Review Ordinance Checklist ". All or parts of it may become a DNR document through this <br />process; additions are needed related to hydrology; one consideration is whether it should address <br />site issues such as vehicular and pedestrian access which are indirectly related to natural <br />resources. Don Cornejo reported that Hugo is looking at possible code language that would <br />require developers to assess impervious surfaces for new development and their zoning <br />ordinance may set maximum allowed impervious surface coverage for various areas using <br />overlay districts. From a broader smart growth perspective, Dave Zumeta supported including <br />these considerations as well as more on trails. Joan Galli stated the need to document why these <br />issues (e.g. imperviousness) are important for natural resources. Marty Asleson pointed out the <br />problem with soil bulk density in areas thought to be pervious, such that Lino Lakes is <br />considering applying soil protection zones. <br />1 <br />
