Meredith requested people to look at the Metro 2040 "Addressing Natural Resources in the <br />Comprehensive Plan" (prepared by Meredith & Hannah last year and handed out at a previous <br />meeting) regarding additional ideas etc that should be in a Comprehensive Plan checklist. <br />Meredith requested comments by mid -June. <br />The 5/25/00 draft of a table called "Useful Natural Resource Documents/Language for Local <br />Government: Examples, Checklists, and Guidelines" was discussed. Kate Drewry provided <br />some copies of several documents of use in this project which should be added to this table: <br />• Rice Creek Watershed District's "Stormwater Infiltration Guidance" 4pp (blue) <br />• Rice Creek Watershed District's "Stormwater Infiltration Overview" 4pp (ivory) <br />• Environmental Land Planning Series Site Planning for Urban Stream Protection. <br />• Center for Watershed Protection Better Site Design: A Handbook for Changing Development <br />Rules in Your Community: <br />• Watershed Protection Techniques, Vol 3, No 2. "I. An Introduction to Better Site Design" & <br />"IV. Changing Development Rules in Your Community" <br />Joan Galli suggested adding Henderson's Lakescaping for Wildlife and Water Quality. Meredith <br />will add a reference from Restoration Ecology. Suzann will provide some trails references and <br />Marty will provide some on urban soils. Please submit information_ electronically to Peggy <br />Gabriel (DNR Forestry) (including a "comments" statement) on these and any additional <br />references for the table. <br />Assistance to LUG's - Citywide Scale <br />NR Inventory & Assessments <br />Large copies of the preliminary GIS maps were displayed (& are available for field work) for <br />both Hugo and Lino Lakes of: <br />• Minnesota County Biological Survey Data (which also includes National Wetland Inventory <br />polygons) <br />• Forest Cover <br />• Hydric Soils <br />Each of these maps also shows Metropolitan Councils Growth Management Policy Areas (more <br />commonly called the MUSA urban service lifts) for the existing urban area, the illustrative 2020 <br />MUSA, and the Urban Reserve/Permanent Rural Area. Smaller maps of these boundaries were <br />handed out. For Hugo, these are NOT the same boundaries as recognized by the City in its <br />planning documents. <br />Peter Leete reported on the status of the Minnesota Land Cover Classification System (MLCCS) <br />was discussed and a sample of the output displayed. Joan expressed concerns that the native <br />plant community quality modifiers not be used to discriminate against sites (e.g. old field) which <br />are good for wildlife habitat. Peggy stated that the MLCCS system in itself is "value neutral"; it <br />will be up to the various specialists working on this project to interpret the land cover <br />information for its value for various natural resource management purposes. Joan expressed <br />concern that we are building a system that we don't have enough resource staff to use. Peter <br />Leete will check out a system of being developed in the Brainerd region for assessing wildlife <br />habitat values. DNR and SEH are meeting to determine if SEH can do the MLCCS for Hugo. <br />2 <br />
