City of Hugo Land Use Regulations Ordinance (effective 7/7/99) <br />Preliminary Review by Meredith Cornett (5 /18/00) <br />In the general purpose, natural resource conservation not mentioned as one of the things Hugo <br />trying to promote. The document in general is intended to be a combination of the city's zoning, <br />subdivision, shoreland, floodplain, driveway, fence, parking and loading area, planning, and sign <br />ordinances. Only the bare minimum of attention is paid to natural resource issues. <br />Sec. 2: Development Areas <br />2.4 Rural Development Areas - This is an opportunity for Conservation Development, <br />but it is not addressed here. <br />Sec. 3: Zoning Districts <br />- This section does not explicitly include natural areas/natural communities (lumped <br />under agriculture ?) <br />3.4 Agricultural District allows for 1 unit/10 acre residential development. <br />3.5 Long -Term Agricultural District was established to allow agricultural property to <br />be included in the MN Ag. Preserve Program. <br />Fig. 3 -2 - Table 2 apparently allows for some clustering, but it is unclear. <br />Fig. 3 -2 - Tables 3 -4 outline the fairly minimal differences between dimensional <br />requirements for shoreland and non - shoreland lots. <br />Sec. 4: Overlay districts for shorelands, floodplain, wetlands, wellheads <br />Does not provide for natural communities /natural areas <br />▪ Shorelands don't amount to a lot of area in Hugo <br />Does not break wetlands /water bodies down by categories (quality, wetland types, <br />etc.) (Only category is DNR Protected Water ?) <br />Sec. 5: Environmental Protection: Rules for protection for natural, built, cultural environment <br />-- This is the most relevant section, but only does the minimum (Should be <br />improved). <br />5.2 Environmental Reviews (process? Ask Bill P. to review) <br />5.3 Steep slopes (pretty standard) <br />5.4 Bluffs <br />5.5 Public Waters <br />C. Should include bioengineering as an option. <br />5.7 Drainage & Stormwater Management (Have Dale/Duane review?) <br />5.8 Erosion Control <br />B. 4) Should emphasize natives for permanent vegetative cover. <br />1 <br />
