5.9 Forests and wetlands <br />▪ This portion is really weak— essentially anything can happen with a permit, and <br />no guidelines are given as to when a permit should be granted. <br />▪ There should be a section on natural communities (MCBS and other), and <br />Forests and Wetlands should be separated out. <br />- These areas should be included in an overlay district for natural communities. <br />C. Is not timber - harvesting friendly. Should use a model such as the Biko <br />ordinance (conservation vs. preservation areas) to clarify. <br />- There is no mention of restoring equivalent areas for areas damaged— except a <br />brief mention of following the WCA <br />5.16 The wildlife section should be completed. Rare species should be mentioned, as <br />well as corridors/large blocks of habitat <br />There should also be a section on rare animal species <br />5.18 Landscaping <br />This section should be reworked. Native plants (except for leaving natural <br />vegetation mentioned in Sections K. Wetlands and L. Buffer Strips) are not <br />mentioned anywhere. Even where they are mentioned, nowhere is "natural" <br />vegetation defined. Some combination of the Lino and Minneapolis (SEMI) <br />landscaping ordinances should be used as a model. <br />Need to mention here and elsewhere the importance of dealing with invasive - <br />exotic plants <br />S. Plantings should refer to the types of trees and shrubs native to the area. The <br />list (Fig. 5 -1) should be adapted to emphasize natives. <br />▪ Native perennials could also be mentioned. <br />Sec. 7. Land Division & Platting <br />▪ This looks incredibly standard, nothing innovative except requiring stormwater <br />management on the site (Duane? Dale? Comments ?). Using some language <br />from Lino's platting process (preservation development) would be useful here. <br />2 <br />
