DATE: October 1, 1999 <br />RE: Environmental Board Recommendations <br />CC: Environmental Board Members <br />The following is the Environmental Board recommendations for the projects that were <br />on the agenda: <br />Athletic Complex <br />The Environmental Board recommends that the Athletic Complex be implemented in <br />a manner that will not only satisfy the recreation needs of the city, but will also <br />demonstrate good environmental stewardship. This is a superb opportunity for the <br />city to create a complex that works to enhance, rather than degrade, the <br />environment. The Environmental Board would like to work closely with city staff to <br />make this park a demonstration of the environmentally aware nature of our city. <br />Blue Bill Ponds <br />The Environmental Board recommends the following: <br />1. The design of the development should be modified so as to create a 50 -foot <br />buffer along the eastem edge of the property to protect the significant stand of <br />hardwoods on the adjacent property to the east. <br />2. Ponds should be designed to infiltrate water on site as much as possible. <br />3. The city permit flexibility in R -1 zoning standards on street width, lot size, street <br />setback, frontage, etc... to permit preservation on larger tracts of open space <br />without changing density. <br />4. Attempts should be made to create an overland storm water treatment train for <br />surface runoff leaving the site. <br />5. When restoring vegetation to the site, the Environmental Board recommends the <br />use of native materials, or other plants that require little irrigation or nutrient <br />addition. <br />6. Property owners be informed that 8 —10 inches deep tilling of topsoil prior to sod <br />or seeding will improve turf performance. <br />7. The creation of a buffer of native vegetation around natural and created wetlands. <br />Highland Meadows Re -plat <br />1. Attempt to create a buffer to preserve stand of oaks on west side of property. <br />2. City permit flexibility in R -1 zoning standards on street width, lot size, setbacks, <br />frontage...etc to permit preservation of larger tracts of open space without <br />changing density. <br />• Page 2 <br />
