establish a buffer area on the south side of the proposed park area where the
drainage easement is shown. Filterstrips should be incorporated through out the
development, and soil- mixing practices applied.
There are several resources classifications on this property.
3d /3c- - -West side of the property.
2c1/1a/1e----NE side
2c1 - -- -South side
3c East side
The historic oak savanna/barrensand recently developed forest system in
degraded condition classification is on the west side. The developer has moved
the proposed flared ponding area shown in this area to the south side of the
shown pond one where there is no significant tree area. The roads were also
shifted away from this area, thus pulling the house pads shown further away from
the trees. The southern part of the 3d /3c classification area is less significant
then the north. Storm damage from last year and very little biodiversity in the
ground story would put this in the degraded woodland category. In both areas a
buffer of 50 foot would be advantageous. With the plan changes, there would
still be some tree removal needed. There are a couple of significant trees on the
north side of the property. The project engineer was checking on possible save
options. The 3c forest on the east side is aspen. The aspen are growing along
the ditch that is planned to be filled.
There may be opportunities to work with the developer in the future on a short
segment of greenway should he purchase a parcel on the NW side. There is a
greenway proposed on the other side of Main Street North of the School.
I have also suggested the use of native materials in and around the restoration
areas.
OPTIONS:
To be discussed at the Environmental Board Meeting.
RECOMMENDATION:
Generated From the environmental Board
AGENDA ITEM
STAFF ORIGINATOR: Marty Asleson
DATE: September 24, 1999
TOPIC: Blue Bill Ponds Development
Page 4
