• <br />• <br />BACKGROUND: <br />Blue Bill Ponds is a 35.35 Ac Subdivision proposal under consideration for <br />preliminary plating. Proposal has been submitted by Heritage Development. <br />This subdivision proposal is immediately west of and adjacent to the Highland <br />Meadows proposal. Blue Bill Ponds is scheduled to go to Planning and Zoning <br />on October 13. Enclosed you will find the wetland delineation, soils map, <br />delineated wetland maps, and Quad map, Geotechnical Conditions, and <br />resource inventory. The site is in the MUSA and zoned R -1. <br />Water from this property goes into county ditch 10, and Marshan Lake. The <br />property has been ditched and tiled. There is no significant ground vegetation on <br />the site. Trees on the West are classified as recently developed in degraded <br />condition (3c). Trees on the East are classified as Historic Oak Savanna (3d) <br />and recently developed forest in degraded condition (3c). This stand of trees is <br />on the Highland Meadows property. However, the draft resource management <br />plan calls for a buffer in this area. The 50 -foot buffer would be adequate, <br />particularly on the north end of this stand. A tree preservation plan needs to be <br />submitted even though trees are on adjacent property. <br />I do not have a surface water management budget at this time. I have asked the <br />City Planner to have a representative to be present at the meeting and bring <br />information on how much water is calculated as runoff and where is it going. <br />Again, buffering, filtering, bioretention soils management and native plant <br />restoration should be addressed. <br />OPTIONS: <br />Several options may be feasible for improvement of the stormwater treatment <br />train. Buffering/ or at this time at least a protection plan developed for 3d <br />classification. Preservation Plan should also be submitted for 3c and 3d /3c <br />classifications. <br />RECOMMENDATION: <br />Implement preservation guidelines for forest classes. Discuss and develop <br />stormwater treatment options. Use of native restorative materials used in <br />restoration. <br />• Page 5 <br />
