ROUGH DRAFT <br />09/20/00 <br />the flow of surface water runoff and promote pollutant removal. They are planted with <br />moisture tolerant species. <br />III. APPLICABILITY <br />A. Landscape/Screening Plan Required: A Landscape /Screening Plan as described in <br />Section W herein, shall be reviewed and approved by the City in conjunction with all <br />applications for: <br />• Site and Building Plan Review (commercial, industrial, and multi - family only) <br />B. Plan Review Process: <br />1. The applicant shall submit a Landscape /Screening Plan for review by the City in <br />conjunction with all other plans required for the site plan review application. Plans <br />shall be submitted on or prior to the application deadline established by the City. <br />2. Upon submittal, the City will review the Landscape /Screening Plan to determine <br />compliance with the regulations and standards herein. The City will also . use its <br />Handbook for Environmental Planning and Conservation Development or other list <br />provided by the City to determine the compatibility of proposed new landscaping <br />with the ecological prototype of the property. <br />3. For any project that requires a Landscape/Screening Plan, the City will make a <br />determination that the plan meets the requirements herein prior to City Council <br />approval of the project. <br />C. Relationship to Other Ordinances: The requirements of this Section are separate <br />from the City's Street Tree Ordinance and Aboriculture Specifications and Standards <br />of Practice. Replacement tree plantings as required per Section (Tree <br />Preservation ordinance), can be used to satisfy, in part, the landscaping requirements <br />defined herein. Where both a Tree Preservation Plan and a Landscape /Screening Plan <br />are required, preparation of the plans shall be closely coordinated. <br />IV. LANDSCAPE/SCREENING PLAN SUBMITTAL REQUIREMENTS <br />A. Plan submittal requirements: For all applications outlined in Section III.A. plans <br />relative to landscaping, screening, and restoration shall be submitted. All plans shall <br />be signed by a registered landscape architect or certified nurseyman and be based on <br />an accurate, to -scale drawing of the property boundaries. If deemed necessary, the <br />City may require the applicant to submit a certificate of survey to verify the property <br />boundaries. The City may also use its discretion to waive submittal of some of this <br />information, or to require additional information, if appropriate to the specific <br />situation.
