ROUGH DRAFT <br />09/20/00 <br />identify any discrepancies with the approved Landscape /Screening Plan, and confirm <br />the planting completion date. <br />a) The security shall be retained for at least one year after the date the planting is <br />completed. Prior to release of the security, the City shall inspect the site to verify <br />compliance with the approved Landscape/Screening Plan. If non - compliance is <br />found, the City may retain security to cover the cost of bringing the project into <br />compliance. <br />b) In no event shall the performance security be released before expiration of the <br />one -year plant warranty period. <br />V. LANDSCAPING AND SCREENING REQUIREMENTS <br />A. General Landscape Requirements <br />1. All exterior areas on the property not paved or designed as roads, parking, or storage <br />must be landscaped with vegetation and other landscape elements, unless otherwise <br />approved by the City. <br />2. The City encourages the planting of native species to the extent feasible. When using <br />native vegetation, an effort should be made to arrange plants in a manner that reflects <br />the plant layers (e.g. over -story, mid - story, and under -story) naturally found in <br />association with the ecological prototype of the site as identified by the City. <br />3. Priority should be given to retaining healthy native vegetation existing on a <br />development site. Where appropriate, re- establishment of native plant communities <br />using plants native to the area is encouraged to foster bio- diversity and wildlife <br />habitat. <br />4. On development sites that have been significantly disturbed through urbanization, <br />farming, or other human activities, use of plants commonly associated with historic <br />development periods of the immediate area is appropriate. -However, where <br />opportunities, exist to restore native plant communities on these sites, an effort should <br />be made to do so. <br />B. General Screening Requirements <br />1. Screening is require in situations where obscuring views is necessary to minimize the <br />potential negative impacts resulting from abutting different uses. <br />2. Visual buffering, rather than full screening, should be provided in situations where <br />views are intended to be reduced while maintaining opportunities for surveillance (i.e. <br />allowing eye level views). (See Section VI.D.3). <br />3. Screening required: <br />a) Screening is required in multiple family, business, industrial, and certain special <br />zoning districts (e.g. PSP, PDO) where the following uses are visible from public <br />6 <br />
