• <br />• <br />• <br />AGENDA ITEM <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: 17 September 1998 <br />TOPIC: McDonalds /Lino Lakes Commercial Development Review <br />BACKGROUND: The Lino Lakes Commercial Development, located on Main Street and <br />Interstate 35W, was reviewed at a previous Environmental Board Meeting. Please refer to the <br />previous greensheet and follow up Memo. I have included the most recent rendering and <br />environmental inventory of the McDonalds site as well as a sketch drawing by Dennis Grebner, <br />design team consultant. I have requested the wetland data sheets from MFRA. At this time this <br />project is open for your review and comments. Dennis and I have walked the site. Some of the <br />changes proposed if possible, include increasing the green space and tree /natural areas by joint - <br />parking and protection measures. Please note that the entrance road on the south side of the <br />project has been eliminated and a cul -de -sac placed at the end. <br />There was a proposed ponding area east of the road traveling to the north on the east side of the <br />building that may be eliminated. The area is heavily wooded with some nice oaks. The area <br />could be designed to infiltrate surface water from the west. <br />There is also a proposed dry pond on the NE side of the building. Piping is indicated from the <br />parking lot to the proposed larger pond. The feasibility of pipe elimination should be looked at. <br />If multiple site design changes can be made in terms of drainage, dry-pond, and infiltration <br />potential through the woodland to the east, we may be able to eliminate the loss of a woodland, <br />and be able to downsize pond storage size for peak storm events. <br />Brian Wessel will be at the meeting, and possibly John Powell to answer questions. I will be out <br />on the site at 5:30 pm. Wednesday for anyone that would like to visualize. Please come if you <br />can. <br />OPTIONS: <br />1. Allow consideration for greenspace options such as joint - parking. <br />2. Require a tree preservation plan <br />3. Explore options to increase infiltration particularly to the south and east. <br />4. Other recommendations as proposed by the Environmental Board. <br />RECOMMENDATION: All of above. <br />
