A City ordinance defines a significant tree as any hardwood deciduous tree 6 inch caliper <br />or greater, any softwood deciduous tree of 8 inch caliper or greater, and any coniferous <br />tree of 12 feet height or greater. A tree survey of the site logged 752 trees, with 566 <br />defined as "significant" by ordinance. The proposed grading activities will require <br />removal of 437 significant trees. An additional 21 "significant" Aspen and Cottonwood <br />will be removed per the City request to remove all Aspen and Cottonwood from the site. <br />The proposed landscaping plan specifies 109 Tamarack trees will be planted in the <br />northwest and southeast portion of the site, surrounding and in the bio- retention basin. <br />Additionally, the perimeter of the property is lined with a combination of evergreen and <br />deciduous trees and shrubs. Landscaping will be incorporated throughout the site, with <br />the plant pallet consisting largely of plant materials that are unique to Minnesota and <br />more native to Lino Lakes. <br />The location of Blue Heron habitat within the Chain of Lakes Regional Park contains a <br />rookery with reported flights in vicinity of the site. Per conversation with John <br />VonDelinde, Anoka County Parks and Recreation Department, it is believed that the Blue <br />Heron rookery relocated to an unknown area due to construction noise related to the <br />reconstruction of I -35W in the spring and summer of 1999 and 2000. <br />27. Will the project create adverse visual impacts ?(Examples include: glare <br />from intense lights, lights visible in wilderness areas, and large visible plums from <br />cooling towers or exhaust stacks.) <br />All building and parking lot lighting will have downcast recessed or boxed lighting <br />fixtures that will not cause glare to the adjacent residential areas. No cooling towers are <br />planned for this project. Exhaust stacks will be limited to small stacks from natural gas <br />space heaters. <br />28. Compatibility with plans: Is the project subject to an adopted local <br />comprehensive land use plan or any other applicable land use, water, or resource <br />management plan of a local, regional, state, or federal agency? <br />Yes. City may wish to elaborate <br />If yes, identify the applicable plan(s), discuss the compatibility of the project with <br />the provisions of the plan(s), and explain how any conflicts between the project and <br />the plan(s) will be resolved. If no, explain. <br />The proposed project is located on property the City of Lino Lakes Comprehensive Plan <br />(Adopted 1998) Development Framework has designated for commercial land use with a <br />Shopping Center zoning classification (City of Lino Lake, Ordinance No. 9 -97, Adopted <br />July 14, 1997).
