Memo <br />City of Lino Lakes <br />RECEIVED <br />ED <br />APR 1 7 2001 <br />CITY OF LINO LAKES <br />The Uno Lakes City Council <br />Rana The Envirormerdai Board <br />CCs Unda Waite-Smith, Jeff Smyser <br />Date: 04/11/01 <br />Re Comments on the draft Canprehensive Plan Development Framework <br />On April 11, 2001 the City of Lino Lakes Environmental Board approved a resolution to <br />forward the following comments on the rate of growth to the City Council. <br />OUR NUMBER ONE CONCERN IS THAT THE CITY'S RATE OF GROWTH IS TOO <br />FAST. WE ARE MAKING THIS POINT IN A SEPARATE MEMO BECAUSE THIS POINT <br />CANNOT BE ALLOWED TO BECOME OBSCURED! <br />We understand that the growth rats of 147 homes per year was arrived at after some <br />discussion. The Board unanimously agrees that this rate is too fast and would <br />encourage the Council to revisit that growth rate. Regardless of whether or not the <br />Coundl is willing to consider modification to the growth rate, the Board also unanimously <br />agrees that It is absolutely essential that the Comp Plan be explicit about the <br />mechanisms that will be used to insure that that the growth rate Is not exceeded. The <br />Board recommends that the City adopt a procedure whereby a building moratorium <br />kicks in automatically when the number of housing permits issued over a two year <br />period reaches the maxknum allowed (twice the annual growth rate). <br />
