Our <br />rural charm and open space are in jeopardy. <br />It should be emphasized that the economic development department advises that "the <br />city has set its population limit at 20,500 by 2020" and that "the city decides its own <br />future with the comprehensive plan." The framework needs to be redone to reflect <br />that. <br />Appendix 4: A letter from Art Hawkins, designated Environmental Board Advisor and Lino <br />Lakes Citizen of the Year, 2000. <br />Appendix 5: This was an intended communication from the Environmental Advisory Group <br />to the Growth Advisory Group during the 20/20 vision project that unfortunately was never <br />received by the growth group. This visionary document has some very insightful ideas for <br />determining the direction of the city and some far - reaching statements that are as relevant <br />today as they were 6 years ago. This is the type of thinking that would help make for a good <br />comprehensive plan. Its still not too late to compare where we're headed and where we <br />perhaps ought to be headed as outlined in this writing. <br />MODIFICATIONS FOR THE DEVELOPMENT FRAMEWORK: <br />Due to time constraints there are no specific suggestions for the "inventory" section of the <br />comprehensive plan. The environmental board feels that this entire section needs to be <br />revisited to be of any value now that a more recent environmental inventory has been <br />completed. <br />In general, the language throughout the framework is repetitive through all the various <br />sections, from "issues" and "policy plan through "planning districts "" and "implementation. In <br />recommending the modifications below, it was assumed that. related language elsewhere in <br />the framework will be modified in likewise fashion to maintain consistency, even if in a specific <br />location in the framework no specific change has been recommended. We feel our <br />recommendations as to what needs to be done are sufficiently explicit to provide for this. <br />• The table on page 3 should be updated to current census data. <br />• The paragraph at the top of page 167 (framework) should be moved to the introduction. <br />• Page 20 #2 add "Promote biodiversitv throuah the use of native plant materials and other <br />appropriate means." <br />• Page 20 #3 add "Keep open communication between the county park and the city. <br />Promote biodiversitv within the park and adiacent areas? <br />• Page 20 add goal #7 in planning development consider possible effects on the natural <br />flora and fauna. particularly species of special concern." <br />• Page 20 add goal #8 "strive to become a city known for its success in promoting both <br />economic development and the maintenance of high environmental standards." <br />• Page 4 <br />
