• Page 21 #3 should read "Require the integration of all new development to the <br />natural characteristics of the land to maintain environmental quality and enhance the <br />development through the preservation of attractive amenities (i.e. wetlands, waterways, <br />wooded areas, slopes, etc.) Adopt new development regulations that serve to preserve <br />unique natural areas. Require open space developments that conserve at least 50% of the <br />upland areas in and near greenways and other suitable locations in the city. Adopt <br />development regulations consistent with the Citv of Lino Lakes Handbook for Environmental <br />Planning and Conservation Development fHEPCD) wherever it pertains to buffering. lake <br />protection areas, high ecological value zones, and high priority protection areas." <br />• Page 21 #4 should begin: "Require low impact lighting with new development." <br />• Page 21 #5a. should read " Greenways shall be those areas identified in the HEPCD <br />as buffers, lake protection areas, high ecological value zones. and high priority protection <br />areas, plus enough additional incentive zone as is required to achieve open space <br />preservation of not less than 50% of the upland in any impacting develoment. A map will be <br />developed delineating these areas in the Comprehensive Plan prior to its adoption. To <br />implement these policies a special greenway or preservation zoning district shall be' <br />established." <br />• Page 21 #5b. should read "Greenways shall be of a size and configuration to protect the <br />natural amenities within the greenway without intruding into areas where building should be <br />discouraged as per the HEPCD. Greenways shall be of a size and configuration to provide <br />wildlife corridors and provide linkages the the Chain of Lakes Regional Park, other <br />designated greenways, natural areas, and other cities. Generally. this means that the <br />areenwav will contain an incentive zone consisting of a buildable area 1.5 times larger than <br />the upland in the areenwav that is guided for protection under the HEPCD." <br />• Page 21 #5c needs to be evaluated as it pertains to the modified #5a. <br />• Page 21 #5d. should read "At least 50% of uplands within greenways shall be preserved <br />through voluntary donation, conservation easements, park land dedication, or the transfer of <br />development rights to the areas of the city more suitable for development." <br />Page 22 #h/g add "Some areenways will not have trails. Trails other than paved trails will be <br />encouraged." <br />• Page 22 add greenway policy #5j " Greennways will be designed to connect natural areas <br />wherever possible." <br />• Page 22 add policy #6 "Review city regulations and assess their implications for the citv's <br />environmental services and amenities. Modify where these services and amenities are <br />unnecessarily compromised." <br />• Page 22 Vegetation #1 should read "Require the preservation and management of <br />natural vegetation including plants of Oak Savannas, prairies, woodlands, wetlands and <br />aquatic vegetation to be a design imperative for new subdivisions." <br />• Page 22 soils #2 should read "Development in soil areas characterized by moisture <br />retention, high water tables, or perched water tables will be strongly discouraged." <br />• Page 5 <br />
