• Page 23 #2 should read "Restrict or prohibit development on wetlands, floodplains, and <br />other natural features that perform important environmental functions in their natural state. <br />Protect such natural features from excess storm water or other hazards generated by <br />development by restricting the use of storm sewers and utilizing surface water treatment <br />trains as described in the "Lino Lakes Handbook for Environmental Planning and <br />Conservation Development or by restricting development? ' <br />• Page 23 #4 should read "Restrict subdivision plats so that wetland boundaries are not <br />changed to accommodate buildable area and usable yards." <br />• Page 23 #8 should be deleted because it can lead to lawsuits. <br />Page 24 and 25: The growth management goals and polides are only respective of financial <br />concems. Equal consideration must be given to environmental concems and responsibilities. <br />Modifications should not be limited to the following recommendations. <br />• Page 24 goal #1 add "Avoid the adverse impacts of fast growth by spreading growth out <br />over a 20 year period." <br />• Page 24 goal #2 add 'Recognize that taxes received from most residential developments <br />are insufficient to cover the cost of city services. Therefore limit residential growth and type to <br />minimize the financial burden while permitting appropriate environmentally friendly business <br />development" <br />• Page 24 goal #3 add "Insure the integrity of open space in making development <br />decisions." <br />• Page 24 add goal #5 "Manage growth and land use development in an environmentally <br />responsible manner with the goal of maintaining the open and "green" nature of the city that <br />its citizens prize so highly." <br />• Page 25 #6 should read "Disallow leapfrog development pattems that expand the city's <br />service delivery areas and prohibit urban encroachment into designated rural areas." <br />• Page 25 #8 should read "Disallow premature subdivisions in areas that lack adequate <br />infrastructure such as streets or utilities." <br />Page 25 #9 The 147 needs to be revised downward to a number consistent with stated <br />city quality of life goals. A regulatory mechanism to keep growth at the appropriate <br />controlled pace is needed. This must be determined before the adoption of the <br />comprehensive plan and described in detail herein. <br />• Page 26 add general goal #7 "Maintain and enhance Lino Lakes' environmental <br />amenities and services." <br />• Page 28 add rural policy #7 — "Devise and adopt an open space conservation <br />development ordinance to be used as a development tool." <br />• Page 30 add goal #4 "Avoid destruction of natural features and enhance them wherever <br />possible." <br />• Page 6 <br />
